RECOMMENDATION

 

Staff recommends the City Council approve a purchase order with McCain, Inc. in the amount of $69,454.90 to supply traffic signal poles for the Traffic Signal Left Turn Phasing Upgrade Project, PL-007, Federal Project No. HSIP 5240 (035) (“HSIP Project”).

 

 

BACKGROUND/DISCUSSION

 

The City of Culver City was awarded $2,083,300 in Cycle 7 of the Highway Safety Improvement Program (HSIP) to install protected and protected/permissive left-turn phasing (depending on visibility requirements) at the following intersections:

1. Sawtelle Boulevard/Sepulveda Boulevard;

2. La Cienega Boulevard/Washington Boulevard;

3. La Cienega Avenue-McManus Avenue/Washington Boulevard;

4. Duquesne Avenue-Hughes Avenue/Washington Boulevard;

5. Sawtelle Boulevard/Washington Boulevard;

6. Sawtelle Boulevard/Washington Place;

7. Culver Boulevard/Elenda Street;

8. Bristol Parkway/Green Valley Circle;

9. Sepulveda Boulevard/Washington Place;

10.Sepulveda Boulevard/Washington Boulevard;

11.Centinela Avenue/Washington Boulevard; and

12. Washington Boulevard/Harter Avenue-Washington Place/Washington Boulevard-Washington Place/Tilden Avenue.

 

Traffic Signal Work at Culver Boulevard/Elenda Street; and Washington Boulevard/Harter Avenue-Washington Place/Washington Boulevard-Washington Place/Tilden Avenue:

Concurrently, as part of City’s La Ballona Safe Routes to School project, PL-006 (“ATP Project”), curb ramp/median island modifications are included at these aforementioned intersections (Nos. 7 and 12 on the above list).   Due to federal funding constraints, it was not feasible to transfer federal funds between the two projects; therefore, the traffic signal modification will be part of the HSIP Project, while the median and other road work will be part of the ATP project.

In order to facilitate the coordination of construction activities at these two intersections, it was proposed that the City purchase the traffic signal poles due to long lead times (average delivery time is 15-17 weeks for traffic signal poles) and to have it ready when the HSIP Project is awarded, which is tentatively scheduled for the City Council meeting on October 12, 2020, so that the contractor will be able to install them in conjunction with the on-going ATP Project, which is currently underway. The HSIP contractor will be responsible to procure and install signal poles at all remaining 10 intersections (exclusive of intersection Nos. 7 and 12 on the above list).

The competitive bid procurement was posted on PlanetBids on August 24, 2020. On September 3, City’s Purchasing Division opened the bids and below is a summary of the cost proposals received:

3.                     JTB Supply Co. Inc                     $88,690.61

Engineer’s Estimate                                          $60,000

 

Staff recommends the City Council approve a purchase order with McCain, Inc. to provide the traffic signal poles in an amount not-to-exceed $69,454.90, including all fees and taxes.

 

FISCAL ANALYSIS

 

The City Council Adopted Budget for Fiscal Year 2020/2021 includes sufficient funding in 418.80000.730100.PL007 (Traffic Signal Left Turn Phasing Upgrade Project, PL-007) to cover the cost of this procurement.

2.   Authorize the Purchasing Officer to issue such Purchase Order.
