RECOMMENDATION

 

Staff recommends the City Council approve an amendment to the existing professional services agreement with Blue Ocean Civil Consulting to include a Syd Kronenthal Park feasibility study and address mitigation items associated with drought, flooding and wildlife as identified in Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) in an amount not to exceed $151,953.24.

 

 

BACKGROUND/DISCUSSION

 

On March 18, 2019, City Council approved a professional services agreement with Blue Ocean Consulting for the development of the Stormwater Quality Master Plan in an amount not-to-exceed $300,840 ($261,600 Base Cost with a 15% Contingency of $39,240). The objective of the Master Plan is to develop a short-term (5-year) and long-term (10-year) planning tool that will identify potential Regional Projects, Green Streets Projects, and Low Impact Development Projects to collectively meet the City’s water quality compliance goals.  Based on planning estimates from the Ballona Creek-Enhanced Watershed Management Program, the City will need to invest approximately $140 million in implementation of capital stormwater projects to meet water quality compliance. Understanding the magnitude of compliance costs, the EWMP highly recommends that stormwater projects have multi-benefit functions such as capture, treat, and re-use in order to demonstrate water resource sustainability and resiliency. 

 

The Master Plan shall incorporate factors in the BMP selection such as, but not limited to, City’s planned projects, Los Angeles Region Imagery Acquisition Consortium (LARIAC) to generate planimetric data, land use, hydrology, historical high groundwater levels, storm drain and sanitary sewer systems, in considering opportunities of potential projects. As part of the Culver City Storm Water Quality Master Plan (SWQMP), Blue Ocean has identified Syd Kronenthal Park (“Project”) as a top priority project in concept design, due to its location and environmental features. Syd Kronenthal is ideally situated to combine Culver City Capital Improvement, multi-jurisdictional coordinated, and multi-benefit water quality projects.

 

Measure W - Safe, Clean Water Program and Syd Kronenthal Park

 

Measure W - Safe, Clean Water (SCW) Program was approved by Los Angeles County voters on November 2, 2018.  Part of their funding includes Technical Reports. Staff is requesting approval for Blue Ocean Civil Consulting to complete the application for Technical Resources for the Safe Clean Water (SCW) program on behalf of the City in an amount not-to-exceed $13,920. The goal is to submit the Syd Kronenthal Project for the October 15, 2020 Call for Projects and present the Project Concept to the Central Santa Monica Bay (CSMB) Watershed Area Steering Committee (WASC) and obtain funding for a  Feasibility Study ($300,000) by the County of Los Angeles. 

 

Project concept may also consider offsite projects that the City can incorporate into study such as the Smiley-Blackwelder Boardwalk Concept and/or (ii) Adams Channel Arroyo la Cienega Nature Walk. Therefore, the Technical Resources Report will include coordination to obtain available planning level documents and assess potential project cost. Blue Ocean will develop up to three alternatives for discussion with the City. The three alternatives could be a standalone Syd Kronenthal Park project, the Park improvements with Smiley-Blackwelder Boardwalk, and the Park with both Smiley-Blackwelder Boardwalk and Adams Channel improvements. Syd Kronenthal also has the potential to capture 100% of the water volume from the 77.61 acre, mostly industrial, watershed area.

 

In summary, the Syd Kronenthal Park Technical Resources feasibility  study would provide a valuable resource to develop a large-scale multi-benefit project that meets water quality, municipal stormwater (MS4) permitting requirements, Ballona Creek Revitalization, and DAC goals. 

 

Multi-Jurisdiction Hazard Mitigation Plan (MJHMP) Update

 

The purpose of this modification to the scope of the Stormwater Quality Master Plan (SWQMP) is to support the City of Culver City (City) and Culver City Unified School District (CCUSD) to address mitigation items associated with drought, flooding, and wildfire as identified in Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) developed in 2017. The City saw an opportunity to expand the SWQMP to include mitigation action items from the MJHMP due to overlapping features such as low impact development, identify and pursue alternative water sources, evaluate the effectiveness of city-owned drainage infrastructure, and development of additional water infrastructure. Therefore,

staff is requesting approval for Blue Ocean Civil Consulting to complete the Multi-Jurisdiction Hazard Mitigation Plan Update on behalf of the City in an amount not-to-exceed $138,033.24.


FISCAL ANALYSIS

 

The City was awarded $196,000 from the Federal Emergency Management Agency Hazard Mitigation Grants program to update the MJHMP to address mitigation items associated with drought, flooding, and wildfire. These funds will be used to pay for the MJHMP update. Funds are available in FY 2020/2021 in the Measure CW Fund 434.80000.73010.PR004.

That the City Council:

 

 

1.                     Approve an amendment to the existing professional services agreement with Blue Ocean Civil Consulting for the Stormwater Quality Master Plan to include a Syd Kronenthal Park Feasibility Study and address mitigation items associated with drought, flooding, and wildfire as identified in Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), in an additional amount not-to-exceed, $151,953.24, resulting in an aggregate contract amount of $452,793.24; and

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and 

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
