RECOMMENDATION

 

Staff recommends the General Plan Advisory Committee receive presentations on and discuss existing socioeconomic and market/economic conditions and the arts, culture, and creative economy in Culver City.

 

 

BACKGROUND

 

To combat the spread of COVID-19, the City proclaimed a local emergency on March 14, 2020, and issued subsequent public orders beginning March 16, 2020. Under the orders, City Hall has been closed to the public, and in-person meetings have been discontinued until further notice. From March through April, only City Council and Planning Commission meetings were held virtually. Consequently, the March 12, 2020, regular meeting; April 23, 2020, special meeting; and May 14, 2020, regular meetings of the GPAC were canceled. The June 11, 2020, special meeting was canceled due to a special City Council meeting held on the same night to discuss rent control. A new special meeting of the GPAC was held June 30, 2020, and focused on equity, community safety, and policing in the General Plan Update (GPU).

 

 

DISCUSSION

 

HR&A Advisors, the economics subconsultant for the GPU, will provide an overview of the following topics, based on the Socio-economic Profile and Market Analysis Existing Conditions Report (Attachment 2):

 

                     Demographic and jobs profile of the city

                     Fiscal health

                     Real estate market trends for Culver City and West Los Angeles

                     Key economic opportunities

 

The Cultural Planning Group (CPG), the arts subconsultant for the GPU, will provide an overview of the following topics, based on the Arts, Culture & Creative Economy Existing Conditions Report (Attachment 3):

 

                     Creative sector, including the city’s creative economy

                     Cultural assets

                     City’s arts and culture programs

                     Arts funding

                     Case studies developed by partners HR&A

 

Members will have an opportunity to discuss the materials in the presentations and ask questions. Attachment 1 provides further detail on both topics and the questions for discussion that Members should think about before the meeting.

 

The Existing Conditions Reports and associated Educational Forum videos and microsurveys are available on the project website at www.pictureculvercity.com/existing-conditions.
