RECOMMENDATION
Staff recommends the City Council approve of a budget amendment in the amount of $382,033 for temporary street closures in Downtown Culver City to support economic recovery related to the COVID-19 Pandemic (budget amendment requires a four-fifths vote); and (2) authorize the City Manager to approve related agreements and/or purchase orders for required equipment.
BACKGROUND/DISCUSSION
On June 9, 2020, the City Council considered a conceptual plan for temporary street closures in Downtown Culver City to mitigate current COVID-19 impacts on local businesses and spur economic recovery.
The concept plan proposes a temporary closure of westbound Culver Boulevard between Duquesne Avenue and Canfield Avenue, as well as Main Street between Culver Boulevard and the City limit south of Venice Boulevard. The plans were prepared in coordination with the Downtown Business Association, the City Manager, and staff of the Community Development; Public Works; Transportation; Fire and Police Departments. To maintain current and consistent Police and Fire response times, the plans include emergency vehicle lanes which can also be used by the Culver CityBus and maintenance vehicles. City Council also directed staff to investigate the feasibility of allowing bicycle use of the emergency vehicle lane.
Due to cost savings over a six-month period, Staff proposes purchasing, versus leasing, the required street closure equipment to include water barricades, delineators, solar power gates with associated vehicle activation stickers, and signs (Attachment 1). The cost for the equipment is $382,033 which includes the delivery and installation of the water barricades. City staff will be responsible for the installation of the remaining devices including the 10 gates, maintenance of all devices, and the removal and delivery to the different City facilities for storage. Purchasing the equipment will also allow for their re-use in future Public Works projects or City special events.
Per City Council direction, staff is reviewing options for inclusion of active mobility options namely bicycles and scooters. However, due to purchase and delivery lead times, it is recommended that the equipment required to implement the street closures be purchased to reduce delay and expedite implementation once the plans are finalized. Associated refinement of the concept plans is not anticipated to substantially alter the overall cost of the temporary road closures.
FISCAL ANALYSIS
The estimated equipment cost to implement the street closure is $382,033 (See Attachment #1 Cost Estimate). In order to proceed with the purchase, staff is requesting a budget amendment in the amount of $382,033 from the General Fund reserve balance. The approval of the budget amendment will require a 4/5th vote. Additionally, staff is requesting the City Council authorize the City Manager to approve related agreements and/or purchase orders for needed equipment.

3. Authorize the City Attorney to review/approve the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
