RECOMMENDATION

Staff recommends the City Council adopt an ordinance amending Title 3 of the Culver City Municipal Code (CCMC) to add new Chapter 3.11, Electronic Filing, requiring electronic filing of Campaign Statements and Statements of Economic Interests.


BACKGROUND/DISCUSSION

At its meeting of June 8, 2020, the City Council unanimously introduced a proposed Ordinance amending Title 3 of the Culver City Municipal Code (CCMC) to add new Chapter 3.11, Electronic Filing, requiring electronic filing of Campaign Statements and Statements of Economic Interests.

The Ordinance is now being presented for adoption.

If adopted, City staff will work with its vendor Netfile to facilitate the full transition to electronic filing. The City Clerk's Office will provide detailed instructions and one-on-one training to filers to allow for ease of use. The effective date of the Ordinance would be July 23, 2020.


FISCAL ANALYSIS

The contract with NetFile for the e-filing and administration system for both the campaign and statement of economic interests systems is free of charge for the first year through 6/30/2021 and then will be $7,200 per year for up to five years. The cost will be funded by the Adm...
