RECOMMENDATION

 

Staff recommends the City Council adopt a Resolution (1) adopting the Bicycle and Pedestrian Action Plan, which updates and supersedes the 2010 Bicycle and Pedestrian Master Plan; (2) finding the BPAP to be exempt from the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines, Sections 15061 (b)(3) and 15301(c); and (3) rescinding Resolution No. 2010-R078.

 

BACKGROUND/DISCUSSION

 

Active transportation is integral to the identity of Culver City.  In July of 2017, the City of Culver City entered into an agreement with Alta Planning & Design, Inc. to assist in developing a Bicycle and Pedestrian Action Plan (BPAP).  The BPAP sets the vision and actions that aim to establish walking and cycling as viable modes of travel for all trip types.

 

The BPAP can be reviewed at www.culvercity.org/BPAP.  The proposed BPAP was developed based on a comprehensive community consultation process as detailed in Appendix C.  An interim update on the BPAP including the recommended bikeways was last provided to City Council and the Bicycle and Pedestrian Advisory Committee (BPAC) during the joint meeting held on September 16, 2019.

 

Following completion of the proposed BPAP earlier this year, the Mobility and Traffic Engineering Manager circulated the document for review and comments by the BPAC members, as well as by representatives of the Police Department, Community Development Department, Transportation Department, and the Fire Department.  The BPAP was also reviewed by Managers of the Engineering Division, Environmental Programs & Operations Division, and Maintenance Operations Division within the Public Works Department, as well as by the contract Manager of the Walk ‘n Rollers school safety program.  All comments received were documented and reflected in the BPAP’s update as applicable. 

 

The developed BPAP supersedes the 2010 Bicycle and Pedestrian Master Plan (2010 BPMP), which was adopted by Resolution No. 2010-R078. The BPAP establishes policies, programs and design guidelines intended to make bicycling and walking in Culver City safe, comfortable, convenient, and enjoyable.  The BPAP also offers innovative solutions to guide the City in prioritizing resources when implementing future projects and programs; and assists with the City’s eligibility for grant opportunities.  Continued City efforts and investments will ensure building a high quality, citywide active transportation network that is safe, convenient and accessible to users of all ages and abilities.

 

 

FISCAL ANALYSIS

 

There is currently no financial impact.  The individual projects will be brought for City Council consideration and approval in the future at which time staff will provide cost estimates of any detailed operational and environmental review that may be needed, design and construction costs, as well as any ongoing operational costs.  It is anticipated that most projects will require community consultation during the project development stage.

 

It should be noted that a few projects contained in the BPAP are already underway such as implementation of the two-way cycle track on Elenda Street that is mostly funded by an Active Transportation Program (ATP) grant.  Public Works Staff is also applying for Metro and ATP grants for design and construction of the Expo-Downtown Multi-modal Connector, and the Overland-Playa Bicycle and Pedestrian Improvements between Downtown Culver City in the north and the Culver City Transit Center in the south.
