RECOMMENDATION
Staff recommends the City Council (1) approve an amendment to the existing professional services agreement with Summers/Murphy & Partners, Inc. dba Conservascape for park irrigation audit services to comply with the Model Water Efficient Landscape Ordinance (AB 1881) in an amount not-to-exceed $58,580; and (2) authorize the Parks, Recreation and Community Services Director to approve amendment(s) to the agreement in an additional amount not-to-exceed $5,858 (10% contingency) for unanticipated costs.
BACKGROUND/DISCUSSION
On May 6, 2020, the City of Culver City entered into a professional services agreement with Summers/Murphy & Partners, Inc. dba Conservascape for an irrigation audit at Syd Kronenthal Park, 3459 McManus Ave, Culver City, CA 90232 (the “Agreement”). The Scope of Service of the Agreement includes a catch can water audit to provide the most efficient irrigations system, site testing and observation, a field audit of the existing irrigation system, a field test on each lawn system, a plan / punch list of items to correct the field and other related irrigation audit services. Shortly thereafter an amendment was added to the Agreement to allow for the preparation of an as-built irrigation plan. This increased the Agreement amount by $2,200, or from $6,950 to $9,150.
The Work Plan of the Parks Division of the Culver City Parks, Recreation and Community Services Department includes partnering with Summers/Murphy & Partners, Inc. dba Conservascape to conduct citywide irrigation audits to determine current irrigation system levels of noncompliance with the Model Water Efficient Landscape Ordinance (AB 1881). Once the audits have been completed and the as-build irrigation plans have been developed, the Parks Division will work toward doing the necessary system upgrades to bring the City’s irrigation into compliance with AB 1881.
All parks, City facilities, medians, and greenbelts must comply with AB 1881. Therefore, staff recommends the City Council approve an amendment to the existing professional services agreement with Summers/Murphy & Partners, Inc. dba Conservascape for park irrigation audit services in an amount not-to-exceed $64,438 ($58,580 base cost with a 10% contingency of $5,858). Under this amendment, the services will be performed at the following locations:
