RECOMMENDATION
Staff recommends the City Council approve respective amendments with: (1) NV5 for construction management and inspection services in an amount not-to-exceed $110,000; and (2) PRP Engineering, Inc. for office engineering construction support services in an amount not-to-exceed $20,000, for the Bankfield Sewage Pump Station Project PZ-874.
BACKGROUND
On July 9, 2018, the City Council (1) awarded a construction contract in the amount of $4,832,000 to Pacific Hydrotech Corp., for the construction of Bankfield Sewage Pump Station Project PZ-874, located on City-owned property at 5722 Bankfield Avenue; 2) approved a professional services agreement in an amount not-to-exceed $249,574 to NV5 for construction management and inspection services; and 3) approved a professional services agreement in an amount not-to-exceed $106,000 to PRP Engineering, Inc. for office engineering construction support services.
In the original contract, three hundred thirty (330) calendar days were required to complete the project. However, due to site access restrictions and some unforeseen soil conditions, as well as groundwater discharging permitting delays, a no cost change order was approved by the Public Works Director/City Engineer to extend the construction period by one hundred sixty-two (162) calendar days with an ending date of February 12, 2020.
Subsequently, on December 9, 2019, the City Council approved a change order to Pacific Hydrotech’s contract in the amount not to exceed $390,000 for an emergency generator, and disposal of contaminated soil and other unforeseen conditions, and amendments to NV5’s agreement for construction management and inspection services in the amount of $105,000 and PRP Engineering’s agreement for additional engineering support services in the amount of $25,000.
DISCUSSION
Since December 2019, there have been several factors that contributed to further delays and extended the construction completion date from February 2020 to May 2020.
• Staff directed NV5 to prepare and submit the new AQMD permit applications for the permanent emergency generator and the emergency diesel fueled pump.
• The City issued a change order/amendment for the design and construction of new push walls for an area within the Pump Station for debris handling from the City’s Sewer Vactor trucks.
• Due to COVID-19 pandemic, extraordinary workplace safety measures were implemented, and productivity was impacted.
The extended construction duration, coupled with extra work required on the project, required additional inspection and construction management and engineering support as provided by NV5 and by PRP Engineering. The consultant compensation will be based on the actual time spent per fee schedule as established in their respective contract documents.
Currently, the pump station construction is substantially completed. The contractor will complete the startup test of the emergency generator and emergency pump once the AQMD permit is approved, and other correction items are identified.

MOTION
That the City Council:
1. Approve an amendment to the existing professional services agreement with NV5 for construction management and inspection services in an amount not-to-exceed $110,000 for the Bankfield Sewage Pump Station Project PZ-874; and,
2. Approve an amendment to the existing professional services agreement with PRP Engineering, Inc. for office engineering construction support services in an amount not-to-exceed $20,000 for the Bankfield Sewage Pump Station Project PZ-874; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
