RECOMMENDATION
Staff recommends the City Council approve the plans and specifications and authorize the publication of a Notice Inviting Bids for the construction of Left-Turn Phasing Traffic Signal Improvements at 12 intersections, PS-007, HSIPL 5240(035).
BACKGROUND/DISCUSSION
In July 2015, the Public Works Department submitted a competitive grant application for the Cycle 7 of the Highway Safety Improvement Program (HSIP). The purpose of the HSIP grant application is to enhance safety conditions at 12 major intersections. The City of Culver City was awarded $2,083,300 to install protected and protected/permissive left-turn phasing (depending on visibility requirements) at the following intersections:
1. Sawtelle Boulevard/Sepulveda Boulevard;
2. La Cienega Boulevard/Washington Boulevard;
3. La Cienega Avenue-McManus Avenue/Washington Boulevard;
4. Duquesne Avenue-Hughes Avenue/Washington Boulevard;
5. Sawtelle Boulevard/Washington Boulevard;
6. Sawtelle Boulevard/Washington Place;
7. Culver Boulevard/Elenda Street;
8. Bristol Parkway/Green Valley Circle;
9. *Sepulveda Boulevard/Washington Place
10. *Sepulveda Boulevard/Washington Boulevard
11. *Centinela Avenue/Washington Boulevard
12. *Washington Boulevard/Harter Avenue-Washington Place/Washington Boulevard-Washington Place/Tilden Avenue
*Staff received approval from Caltrans to substitute lower priority intersections with these higher priority and more critical locations.
A Request for Proposals (RFP) was released for the design of this project to the firms on the City Council approved on-call traffic engineering consultants list. Based on the received proposals, staff selected Kimley-Horn and Associates, Inc. to design the improvements to the aforementioned intersections. Plans and specifications for the project have been completed, and staff is prepared to publish a Notice Inviting Bids for implementation. Subject to City Council approval, the Notice Inviting Bids along with a copy of the Plans and Specifications will be posted on the City’s website after approval.
Culver/Elenda Intersection:
In addition to the left-turn phasing at Intersection #7 (Culver Boulevard/Elenda Street) under HSIP Project, PL-007 as referenced in this report, it should be noted that the Ballona Safe Routes to School project (ATP funded, PL-006), includes Class IV bicycle facility and median island modification proposed at this intersection. Due to federal funding constraints, it is not feasible to transfer federal funds between the two projects. Therefore, the traffic signal modification will be part of the HSIP project, while the median and other road work at this intersection will be part of the ATP project. Contract documents require both project contractors to work closely on scheduling of construction activities to ensure continuing and safe signal operation.
FISCAL ANALYSIS
Funding is available in the City Council Adopted Budget for Fiscal Year 2019/2020 to fund the estimated project costs. The HSIP grant is in the amount of $2,083,300 in addition to a local match of $100,000 of the City’s Gas Tax funds (PL-007). Fee of the project’s design is $135,545. The remaining project funds are sufficient for signal modifications, construction support, traffic control, operational changes, and other related expenses.
