RECOMMENDATION

 

Staff recommends the City Council adopt a resolution to approve the FY 2019-2021 Short Range Transit Plan (SRTP).

 

BACKGROUND/DISCUSSION

 

Culver CityBus Short Range Transit Plan (SRTP) is a three-year planning and policy document that outlines governance, service provision and regulatory requirements, establishes strategic performance goals and objectives, and provides a three-year financial plan for Culver CityBus and the Culver City Transportation Department. 

 

The SRTP outlines four strategic initiatives that the Transportation Department will undertake in order to achieve its strategic vision, including 1) creating a comprehensive Mobility Services Plan, 2) utilizing Transportation Technology to improve our existing mobility services, 3) support the City in its move towards 100% Vehicle Electrification, and 4) creating a Long-Term Financial Plan that will support these goals. The SRTP also discusses transportation planning for projects that will significantly impact transportation in, around and through Culver City, and also identifies projects that will modify infrastructure and facility capacity. Finally, The three-year financial plan contained in the SRTP identifies the various funding sources for the Transportation Department’s operating and capital budgets that will pay for these projects over the next three years.

 

Should the City Council approve the SRTP, the document will be submitted to the Los Angeles County Metropolitan Transportation Authority (Metro) which incorporates the documents from all of the local transit agencies into the Regional Transportation Improvement Program (RTIP), which is the regional planning and funding document submitted to the State Department of Transportation and the Federal Transit Administration.

 

 

FISCAL ANALYSIS

 

The FY19 financial tables include final audited data for that fiscal year.  Information included in the FY20 financial tables are consistent with the projects approved in the current Transit Budget.  Projections for FY21 provide a framework for the budget development of that fiscal year.

 

The Financial Plan contained in the SRTP identifies the funding sources for the Department’s operating and capital budgets.  On the Federal level, earmarks and discretionary capital will be used to complete various projects, such as the replacement of RCNG buses with electric buses.  State and local transportation revenues that are expected to be allocated to Culver City through the Formula Allocation Procedure (FAP) were approved by the Metro Board.  These funds are based on a Countywide formula and are distributed amongst the various transit agencies within Los Angeles County.  Metro holds and allocates the County funds according to the amounts approved by the Metro Board.

 

Although the current economy is stable, transportation funds are vulnerable to “redirection” within the State’s budget.  For the next fiscal year, it is anticipated the amount of funding overall will increase slightly from its current levels.  As with all transportation funding, monthly revenue and expenditure analyses will be conducted to evaluate the efficacy and implementation of projects and to ensure a strong financial foundation for the provision of services.
