RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a Notice Inviting Bids for the Police Department Locker Room and Restroom Renovation Project, PF020.

 

 

BACKGROUND/DISCUSSION

 

Located at 4040 Duquesne Avenue, the current police building was originally constructed in 1967 and subsequently expanded and renovated in 1978 and again in 1998.  In 1998, the facilities underwent an extensive remodel, including the restrooms and locker rooms, which have since been maintained by the City’s facility’s team. Within the last five years, the restrooms and locker rooms have been experiencing infrastructure decline, including water leaking between floors and leaking plumbing fixtures. A remodel of the restrooms and locker room is needed to accommodate the growing staff, resolve the aging infrastructure within the building, and to upgrade to meet current ADA building code requirements

 

 

 

Scope of work for the project includes:

 

-                     Upgrading (2) lobby restrooms to gender neutral restrooms, ADA compliance, new finishes and fixtures

-                     New finishes of (2) sets of men’s and women’s restrooms on the second floor, including new paint, lights and fixtures

-                     Full Remodel of the men’s and women’s locker room on the 2nd floor; meeting ADA compliance, and adding an additional shower stall in the men’s locker room

-                     Full remodel of the men’s and women’s locker room in the Auxiliary Building to gender neutral locker rooms; meeting ADA compliance

 

Berliner Architects, competitively selected from multiple design firms through an informal RFP process, prepared the project construction drawings at a cost of $67,285.

 

The engineer’s estimate for construction is approximately $400,000.  Once construction bids are received, the actual fiscal and budget impact will be provided when staff returns to City Council with a recommendation for award of a construction contract. Construction is tentatively planned in Fall 2020.

 

 

FISCAL ANALYSIS

 

The Project is funded by the City’s General Capital Improvement Funds as follows:

There is no fiscal impact created by the approval of the plans and specifications for the Project.  There is a nominal cost to the City to publish the Notice of Inviting Bids, which has been included in the City Council Adopted Budget for Fiscal Year 2019/2020.
