RECOMMENDATION
Staff requests that the Bicycle & Pedestrian Advisory Committee (BPAC) provide input on the first draft of proposed Metro Bike Share parking station locations.
BACKGROUND/DISCUSSION
In 2017, the City developed a comprehensive Bike Share Feasibility Study that described the City’s objectives and desired outcomes. The Study also identified the operational standards and expected ridership estimates. At the time, the Study’s overview of bike share operators covered the Metro Bike Share, CycleHop and Zagster.
In 2019, staff interviewed three bike share operators namely Metro, JUMP, and Wheels. At the September 16, 2019 joint City Council/BPAC meeting, City Council voted 4-1 to pursue a partnership with Metro. Installation of bike share program will follow design and construction standards including the NACTO Bike Share Station Siting Guide. Staff will also ensure compliance with ADA requirements and safe operations of all modes of transportation.
As of February 2020, staff is working with Metro to finalize a memorandum of understanding (MOU) to implement and operate the Metro Bike Share program in Culver City. The initial implementation phase will consist of no more than 12 bike share station locations, comprising a total of approximately 120 Metro Smart Bikes. This initial program phase will last three years. Based on previous procurement agreements, the program has a total estimated cost of approximately $1.7 million and a total estimated revenue of approximately $330,000. Culver City’s contribution is anticipated to be approximately $1.04 million, which will cover capital, operations and maintenance (O&M), and pre-launch costs in the first year and solely O&M in the second and third years. It is anticipated that Metro’s contribution would be 35% of operations and 50% of capital costs. Final contributions of both Metro and Culver City are subject to procurement negotiations.
These Smart Bikes are equipped with geolocation devices that allow for the bicycles to be docked at Metro Smart Bike share stations as well as public bicycle racks located within the Metro Smart Bike Service Area, which currently encompasses portions of the City of Santa Monica and the westside City of Los Angeles neighborhoods of Venice, Mar Vista, Del Rey, Playa Vista, and Palms. The Metro Smart Bike system in Culver City is intended to be interoperable with the Metro Smart Bike system in these other jurisdictions. The Metro Smart Bike Service Area, as well as existing Smart Bike station locations can be accessed via the Metro Bike Share website or mobile application.
Upon execution of the MOU, staff will be able to finalize up to 12 initial locations for Metro Smart Bike Share stations. In 2017, Metro and their consultants along with staff conducted site visits at approximately 16 locations in Culver City for potential Metro Smart Bike stations. These potential locations were influenced by community feedback from the 2017 Bike Share Feasibility Study and Metro’s 2016 online portal for bike share location input. In 2019 and 2020, staff revisited most of these 16 locations, as well as additional locations across the City, and currently recommend the 12 locations identified in the draft map as initial station locations.
