RECOMMENDATION
Staff recommends the City Council 1) approve a change order in the amount of $390,000 to the contract with Pacific Hydrotech Corp ‘s Construction Contract for the Construction of Bankfield Sewage Pump Station Project PZ-874; and 2) approve a change order in the amount of $105,000 to the professional services contract with NV5 for construction management and inspection services; 3) approve a change order in the amount of $25,000 to the professional services contract with PRP Engineering, Inc. for Office Engineering Construction Support Services and 4) approve a related budget amendment (requires four-fifths vote).
BACKGROUND/DISCUSSION
On July 9, 2018, the City Council approved the construction contract in the amount of $4,832,000 to Pacific Hydrotech Corp., for the construction of Bankfield Sewage Pump Station Project PZ-874, located on City-owned property at 5722 Bankfield Avenue; and 2) Approval of a Professional Services Agreement in an Amount Not-to-Exceed $249,574 to NV5 for Construction Management and Inspection Services; and 3) Approval of a Professional Services Agreement in an Amount Not-to-Exceed $106,000 to PRP Engineering, Inc. for Office Engineering Construction Support Services.
In the original contract, three hundred thirty (330) calendar days were required to complete the project. However, due to site access restrictions and some unforeseen soil conditions, as well as groundwater discharging permitting delays, a no cost change order was approved by the Public Works Director/City Engineer to extend the construction ending date to February 12, 2020. Consequently, this extended construction duration requires additional NV5’s construction management and inspection services (estimated to be $105,000) and PRP Engineering’s additional engineering support services (estimated to be $25,000). The consultant compensation will be based on the actual time spent per prevailing wage rates.
In mid-October contaminated soil was discovered during trench excavation, and the contractor had to haul all contaminated soil to a special landfill for proper disposal. In addition, the emergency generator for the pump station was not included in the original construction contract and was to be purchased and installed by the City at a later date. However, after further internal discussion, it was determined that an emergency generator and automatic transfer switch should be made part of this contract. The combined cost estimate for these two items is approximately $290,000. An additional $100,000 contingency authorization is recommended for the remainder of the project to cover any unforeseen conditions or other City extra work requests. Any unused contingency funds will be returned to the sewer enterprise fund.
Currently, the construction is approximately 70% complete. The contractor is on schedule to have the pump station substantially completed in February 2020, unless further delay is caused by unfavorable weather conditions, unforeseen underground conditions, or City issued change orders.

MOTION
That the City Council:
1) Approve a change order in the amount of up to $390,000 (for an aggregated $501,559 in total change order authority) to the contract with Pacific Hydrotech Corp‘s Construction Contract for the Construction of Bankfield Sewage Pump Station Project PZ-874; and
2) Approve a change order in the amount of $105,000 to the professional services contract with NV5 for construction management and inspection services; and,
3) Approve a change order in the amount of $25,000 to the professional services contract with PRP Engineering, Inc. for Office Engineering Construction Support Services; and,
4) Authorize the Public Works Directory/City Engineer to execute such change orders behalf of the City; and,
5) Authorize related budget amendment and allocate sewer bond proceeds to PZ-874 (requires four-fifths vote).
