RECOMMENDATION
Staff recommends the City Council approve a purchase order with Hedstrom Environmental to furnish and deliver plastic refuse, recycling and organics containers in an amount not to exceed $ 120,000 annually, including all fees and taxes for three years beginning FY 19/20 through FY 21/22.
BACKGROUND/DISCUSSION
The City of Culver City’s Environmental Programs & Operations Division, a division of the Public Works Department, provides and services approximately 2500 refuse, recycling and organics containers throughout the City for multi-family and commercial customers. Plastic containers are ideal for handling commercial waste, especially organics waste. The containers are lightweight and stackable which makes the containers easier to maneuver and store. These containers are also quiet, reducing noise levels, easily cleaned, graffiti resistant, rust free and durable. In addition, the containers do not leak liquid waste and leachate. Use of these containers should reduce staff injuries, workers compensation claims and maintenance and replacement costs. The estimated useful life of these containers is approximately eight years.
Hedstrom Environmental is the only manufacturer that provide pockets molded into the container. Other manufacturers of plastic containers have channel arms/sleeves which are bolted into the container. The benefits of the single-mold container is that they lack bolts/plugs or screws that can cause leakage, rust, rips/tears to the body of the container. Molded containers have no bolts for the channel arms/sleeves resulting in less wear and tear, no leakage and channels that are less likely to be torn off of the containers over time.
Under Culver City Municipal Code Section 3.07.045.C, these services are exempt from formal competitive bid requirements, as Hedstrom Environmental is the sole source for authorized single mold plastic two, three and four yard waste, recycling and organics containers. The Public Works Department has determined, after conducting a good faith review, that there is only one source for the requested equipment, goods, supply or service. Hedstrom Environmental has provided written documentation ( Attachment 1) confirming it is the only company that can provide the specifically desired single mold two, three and four yard plastic containers at this time. Therefore, this purchase qualifies as sole sourcing.
FISCAL ANALYSIS
Staff recommends the City Council approve a purchase order with Hedstrom Environmental for plastic waste, recycling and organics containers in an amount not to exceed $ 120,000 annually including all fees and taxes for FY 19/20 through FY 21/22. Funds for FY 19/20 are available. Additional funding in future Fiscal Years is pending budget approval.

2. Authorize the purchasing officer to issue such purchase orders.
