RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the McLaughlin Neighborhood Streetlight Upgrade Project, PZ-684.
BACKGROUND/DISCUSSION
Culver City maintains 3,306 streetlights and 428 traffic signal intersection safety lights. There are currently 1,003 high voltage streetlights throughout the city that were installed more than 50 years ago. These lights were connected in series loop, which was the common method of construction at that time. Since the lights are in series, if one light fails, the whole circuit goes dark. This, coupled with the deteriorating/corroding conduits and wiring, poses significant performance and maintenance issues for this aging streetlight system. Accordingly, one of Public Works infrastructure goals is replacement of these high voltage street light series circuits with low voltage parallel circuits.
The McLaughlin Neighborhood Streetlight Upgrade Project is bounded by Tuller Ave to the east and McLaughlin Avenue to the west, Culver City limits to the north and the Culver Boulevard to the south. The scope of the Project includes the replacement of the existing high voltage series circuits with low voltage parallel circuits, replacing damaged streetlight poles (24 total), and replacing all existing luminaires with new LED lights (120 total).
Also included as a bid add alternate is the replacement of the existing high voltage series circuits with low voltage parallel circuits and 8 streetlights poles on Poinsettia Court and Hubbard Street between Ince Blvd and cul-de-sac.
The proposed color temperature for the new LED fixture is 2,700k kelvin for residential streets and 4,000 kelvin for commercial streets.
KOA Corporation completed the streetlight design through the City Council approved on-call consultant contract.
FISCAL ANALYSIS
This Project is approved in the FY 2019/2020 CIP budget Acct No. 420.80000.730100.PZ684 with City General funds and Acct No. 418.80000.730100.PZ684 with State Gas Tax funds. The estimated construction cost is $1.2 million.
