RECOMMENDATION

 

Staff recommends the City Council (1) approve a purchase order to RedSky Emergency Vehicles for the purchase of two Braun Chief XL Type I Ambulances in an amount of $556,638.80; and (2) authorize the Fire Chief to approve amendments to the purchase order in an additional amount not-to-exceed $55,660 (10% of base purchase price for unexpected costs) resulting in a total expenditure not to exceed $612,298.80.

 

 

BACKGROUND/DISCUSSION

 

The Culver City Fire Department is charged with providing fire suppression, rescue and emergency medical services to its residents and visitors 24 hours a day, 365 days a year. This is currently achieved from three strategically located fire stations staffing three front line Fire Engines, one Ladder Truck, two Paramedic Rescue Ambulances, and one Basic Life Support Ambulance. Additionally, the front-line fleet is supplemented with three reserve engines, one reserve ladder truck, one reserve rescue ambulance and one reserve basic life support ambulance. Every effort is made to acquire and maintain the most reliable, functional and efficient apparatus that meets both the current and predicted needs of the Fire Department. Availability and reliability of the front line and reserve fire apparatus is critical to department operations.

As part of the FY 2019/2020 Budget, the City Council approved the Culver City Fire Department’s request to implement a third front-line paramedic rescue. This approval included the purchase of two new paramedic rescue ambulances, one front-line and one reserve, to operate as Rescue 42 out of Culver City Fire Station 2. This additional rescue will increase the Fire Department’s paramedic transport capacity while reducing response times.

After developing plans and specifications for the new advanced life support paramedic rescues, staff reviewed numerous proposals from various manufacturers. Fire and Transportation Department staff evaluated each proposal based on price, value, and ability to meet the operational needs of the City and determined that Chief XL Type I ambulances manufactured by Braun Industries and distributed by RedSky Emergency Vehicles would best meet the requirements of the City. Braun Industries is a leading manufacturer of custom ambulances for nearly fifty years, and RedSky Emergency Vehicles was recently named an official dealer partner with Braun Industries in 2018.

Pursuant to Culver City Municipal Code Section 3.07.055.G, purchases of equipment, goods or supplies are exempt from formal competitive bidding requirements when competitive bid procedures have already been utilized by the City or another public agency or non-profit entity whose main purpose is to help public agencies make purchases; provided, the equipment, goods or supplies are supplied to the City at the same or better price, as was obtained through the competitive bid procedures of that entity. This purchase satisfies this requirement, as staff was able to secure competitive pricing from Braun Industries through Sourcewell (formerly known as the National Joint Powers Alliance) Contract #022118-BRN. 

 

 

FISCAL ANALYSIS

 

Sufficient funding for this purchase is available in the Fire Department’s current fiscal year budget (account numbers 10145300.732100 & 10145300.732120). An additional sum of $55,660 (approximately 10% of the base purchase price) for unforeseen change orders associated with equipment modifications is requested to be authorized resulting in a total expenditure not to exceed $612,298.80.

MOTION

 

That the City Council:

 

1.                     Approve a purchase order with RedSky Emergency Vehicles for the purchase of two Braun Chief XL Type I Ambulances in the amount of $556,638.80; and

 

2.                     Authorize the Fire Chief to approve amendment(s) to the purchase order in an additional amount not-to-exceed $55,660 (10% of base contract for unexpected costs); and

 

3.                     Authorize the Purchasing Officer to execute the purchase order on behalf of the City.
