RECOMMENDATION

Staff recommends the City Council (1) discuss and receive public input regarding potential use of City property located at 10858 Culver Boulevard (Property); and (2) provide direction to the City Manager as deemed appropriate.

BACKGROUND/DISCUSSION

Since the late 1970s, the Property has been used by various organizations that offered services to veterans.  Over the years the Property was poorly maintained and fell into disrepair.  Some of the Property’s deficiencies are life safety related and others are structural.  As a result, the Property was vacated in November 2018.

On July 8, 2019 the City Council received a report on the status of the Property and identified five potential uses for the Property including (1) affordable housing for artists (2) modular affordable housing; (3) a multi-use facility created by combining parcels to the west; (4) a community center operated by the Wende Museum; and (5) a center for veteran services and/or housing.  Upon conclusion of the discussion, the City Council  directed the City Manager to initiate required studies and convene a community meeting in order to understand which use the community prefers and if there are other uses the community would like considered.

The community meeting will be conducted in a World Café format whereby attendees visit stations to learn more about each use.  Upon conclusion of the meeting, attendees will be asked to identify the use they prefer.   Persons unable to attend the community meeting can provide input by completing the online survey at: <https://www.culvercity.org/Home/Components/News/News/3118/722>

Upon conclusion of the community meeting, the City Council is asked to provide direction to the City Manager as deemed appropriate.
