RECOMMENDATION

 

Staff recommends the City Council adopt a Resolution supporting and declaring Clean Air Day on October 2, 2019 (Attachment 1), or provide alternate direction as deemed appropriate.

 

 

BACKGROUND/DISCUSSION

 

At the July 8, 2019 City Council Meeting, Council Member Lee discussed Clean Air Day in October.  A brief discussion ensued between staff and Council Members regarding various ways to participate in Clean Air Day, including, but not limited to, adoption of a resolution in support; participation by local businesses by encouraging employees to walk or take public transportation; and implementation of a Free Fare Day.  Thereafter, City Council reached consensus to direct staff to place an item on a future agenda regarding this matter.

 

California Clean Air Day is a multifaceted program built on the idea that shared experiences unite people to action to improve our community health.  This statewide effort allows individuals and communities throughout California to participate in ways that make sense for them.  Clean Air Day is a project of the Coalition for Clean Air (“CCA”).  The CCA is a California nonprofit corporation dedicated to the protection of the environment and public health with an emphasis on air quality.  CCA states that it is committed to the advancement of technology, laws and environmental practices that will help promote clean and healthy air for all of California.  CCA is currently focusing on advancing clean cars, minimizing port and freight emissions, and legislative action to meet these goals.

 

On December 12, 2016, the City Council adopted the City’s Legislative and Policy Platform (“Platform”).  The Platform includes supporting efforts to:

 

                     Adopt reasonable environmental regulations aimed at enhancing air and water quality, reducing stormwater pollution, and providing opportunities for corresponding funding mechanisms; and

                     Improve air quality in Culver City and surrounding areas. 

                     Ensure that air quality, groundwater and public health are protected during oil and gas drilling.

 

Opportunities for City Participation in Clean Air Day

 

City staff has evaluated potential low or no-cost ways to commemorate Clean Air Day on October 2, 2019.  The following list of activities is envisioned to commemorate Clean Air Day:

 

Transportation Department:

1)                     Social Media Campaign From September 24 - October 2 (the week of Clean Air Day)

a)                     Post on Facebook

b)                     Post on Twitter

c)                     Bulletins through Gov Delivery

d)                     Connect clean air with health benefits

i)                     Highlight new “Clean Air” Bus wrap

ii)                     Transportation Facility has plans to replace all HVAC units with new greener equipment in 2019

iii)                     Air Quality in Culver City

iv)                     Reduced emissions from our CNG bus system

v)                     Provide examples of the benefits of clean air to good health

e)                     Facts about CNG

i)                     City fleet is powered by Renewable Natural Gas and renewable diesel

ii)                     City has had an anti-idling policy since 2009

iii)                     Facts about our Renewable Fuel

f)                     Highlight the new fleet purchases of clean air vehicles using MSRC funding

i)                     We are purchasing zero and near zero wherever possible

ii)                     City will have taken delivery of eight (8) near-zero emission refuse trucks by December 2019

iii)                     City is working to install additional EV charging stations at the Transportation Facility for use with new electric fleet vehicles

iv)                     Fleet services is replacing light duty vehicles with hybrid or electric models wherever possible

Public Works Department:

 

1)                     Host International Walk to School Day on October 2nd.

2)                     Conduct bike tour of various rain gardens around the city.  There will be a small discussion about each rain garden and what they do.  Staff is planning to create a map and pamphlet if people want to do tour on their own.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact to adopt the Resolution and any cost associated with the marketing and implementation of the recommendations for Clean Air Day activities will be absorbed in the current FY 2019/2020 General Government, contract services budget and the Transportation Fund’s budget.
