RECOMMENDATION

 

Staff recommends the City Council conduct a study session for the General Plan Update (GPU) and discuss visions for the City and goals for the project.

 

 

BACKGROUND

 

Over the last two years, the City has been engaged in the process to initiate the GPU. This meeting is intended as a kickoff event for the anticipated three-year GPU process. The other public event taking place during the kickoff is a General Plan Advisory Committee (GPAC) Open House on Wednesday, September 4, 2019, at 6:30 PM at the Wende Museum to allow GPAC members, the community, and the GPU consultant team to meet and launch the project. Other meetings held during the kickoff will be with City staff and stakeholders.

 

The GPU project will be a comprehensive update to the General Plan, which is the City’s blueprint, or constitution, for future development and contains goals, objectives, policies, and programs to guide the community through its next 20 years.

 

 

DISCUSSION

 

The purpose of this study session is for City Council Members to share their “big-picture” vision for Culver City and their goals for the GPU process. The City Council Members have previously expressed their interest in sharing their GPU ideas, hopes, and goals and this meeting will provide that opportunity.  The consultant team will give a brief presentation on what to expect during the process and the project timeline. City Council Members should come ready to discuss questions like the following:

 

                     What is your vision for Culver City in 20 years?

                     What can we do to make the General Plan an innovative and transformative document?

                     What are your greatest hopes and fears for Culver City?

 

There will be many opportunities throughout the process to ensure that equitable outreach takes place and that all voices are heard. These opportunities will include stakeholder interviews, GPAC meetings, Technical Advisory Committee (TAC) meetings, pop-up events, open houses, workshops, festivals, online engagement and surveys, and even a tactical urbanism demonstration project.
