RECOMMENDATION

 

Staff recommends the City Council (1) approve a purchase order with Lenco Industries for one Lenco Bearcat Rescue Vehicle in an amount not-to-exceed $450,000.00, including all fees and taxes, and (2) approve a related budget amendment (requires a four-fifths vote).

 

BACKGROUND

 

 

Over the last decade, the City of Culver City has grown in population and density, and is now a premier destination on the west side of Los Angeles County. With the City’s growing resident and day-time populations, its’ numerous high-profile locations (religious institutions, schools, studios, and other corporate facilities), as well as the upcoming Los Angeles County major events (i.e. the Los Angeles 2021 Super Bowl and the 2028 Los Angeles Olympics, which will undoubtedly increase visitation to Culver City), staff is evaluating the necessary staffing and equipment needs in case of a large scale critical incident event. 

 

After analyzing the City’s emergency response capabilities, the development and implementation of an Emergency Response Team was found to be necessary and prudent. Additionally, staff determined that the procurement of a Lenco Rescue Vehicle is warranted to provide the police and fire departments the capability to greatly improve their mission success of saving lives.

 

The Lenco BearCat rescue vehicle allows officers to safely respond to active shooter calls, barricaded suspects, and rescue events. The BearCat is the industry standard for law enforcement rescue vehicles, and it is designed specifically for coordinated Police, Emergency Medical Support (EMS) and Fire Response. 

 

 

DISCUSSION: 

 

During numerous recent critical incidents nationwide, law enforcement officers and emergency medical services teams have worked together, often under very dangerous conditions, to rescue victims of mass casualty.  These teams are known as Recue Task Forces (RTF).  RTF’s are small teams of police and fire / EMS personnel who enter threat areas to perform rescue operations. On occasion, police officers and EMS teams have improvised by using police vehicles and ambulances as rescue vehicles for incidents where neither vehicle was ideal for the hostile conditions at hand.

 

Due to the increasing number of active shooter incidents across the United States, and the potential of such incidents taking place anywhere at any time, there is an urgent need to provide an improved and coordinated method of safely inserting emergency medical personnel into hostile environments.

 

The Lenco Bearcat rescue will be utilized as a mission tool for safe ingress and egress of all involved emergency services personnel to greatly shorten the response times.  A Bearcat rescue vehicle will provide the capability to treat and evacuate multiple victims, and most importantly, the safe evacuation of the non-ambulatory, to casualty collection points and triage areas where each victim can be assessed and transferred to a Level 1 Trauma Center or other surgical hospital.

 

The interior of the Bearcat rescue vehicle provides a working space and lighted work station to provide trauma care for the evacuation of up to ten patients. Currently, the City does not have the capability to safely conduct high risk rescues, as neither the Fire Department nor the Police Department has a vehicle that can provide ballistic protection from lethal gunfire. 

 

Staff researched other local law enforcement agencies to gather information on the type of emergency response vehicles currently utilized. Beverly Hills, Gardena, Hawthorne, Inglewood, Los Angeles County Sheriff’s, Los Angeles Police, Redondo Beach, Santa Monica and one hundred and five other police departments in California use Lenco BearCat. 

 

Training and deploying with common equipment is key to mutual aid success. Having a standardize vehicle allows us to train with our Mutual Aid Partner Agencies (Beverly Hills, Los Angeles Sheriff and Santa Monica), as well as operate together during critical incidents in a safe, cohesive, and efficient manner.

 

This procurement is exempted from formal bidding procedures per Culver City Municipal Code Section 3.07.055.C, where the requesting department determines in writing, after conducting a good faith review of the available sources, that there is only one source for the required equipment, good, supply or service.  Because Lenco Armored Vehicles is the only manufacturer, distributor, authorized dealer and supplier of customizable armored SWAT, compact size vehicles used in civilian law enforcement, this procurement meets this requirement.

 

 

FISCAL ANALYSIS

 

The City Council Adopted Fiscal Year 2019/2020 budget included $200,000.00 for an Emergency Response Team Vehicle (10140200.732100). The additional $250,000.00 is requested to be appropriated from Asset Seizure Fund (41640454.732100).

MOTION

 

That the City Council:

 

1.                     Approve a purchase order with Lenco Industries for one Lenco BearCat Rescue Vehicle in an amount not-to-exceed $450,000.00, including all fees and taxes; and

 

2.                     Authorize the Purchasing Officer to issue such Purchase Order; and

 

3.                     Approve a related budget amendment (requires a four-fifths vote).
