RECOMMENDATION

 

Staff recommends the City Council (1) approve revised Community Development Block Grant (CDBG) funds allocation for Fiscal Year (FY) 2019/2020; (2) adopt a resolution authorizing the filing of the FY 2019/2020 application for funding from the CDBG program (Attachment No. 1); and (3) approve a CDBG Reimbursable Contract with the County of Los Angeles (County) concerning Culver City’s FY 2019/2020 CDBG Allocation.

 

 

BACKGROUND/DISCUSSION

 

On December 10, 2018, the City Council allocated CDBG funds for FY 2019/2020; adopted Resolution No. 2018-R103 authorizing the filing of the FY 2019/2020 application for funding from the CDBG program; and approved a CDBG Reimbursable Contract with the County concerning Culver City’s FY 2019/2020 CDBG allocation. The City Council allocated fifteen percent (15%) of the total available CDBG funds for funding salaries of the Disability and Social Services Specialist (DSS) position in the Parks, Recreation & Community Services Department, and the remainder of available CDBG funding to the City’s Curb Ramp Upgrade Project for the following locations:

 

1.                     Overland Ave. at Washington Blvd. (3 ramps)

2.                     Overland Ave. at Palm Court (2 ramps)

3.                     Overland Ave. at Culver Blvd. (3 ramps)

4.                     Overland Ave. at Barman Ave. (1 ramp)

5.                     Overland Ave. at Braddock Ave. (3 ramps)

6.                     Overland Ave. at Garfield Ave. (2 ramps)

7.                     Overland Ave. at Franklin Ave. (4 ramps)

8.                     Overland Ave. at Farragut Ave. (2 ramps)

9.                     Overland Ave. at Ocean Dr. (2 ramps)

10.                     Overland Ave. at Virginia Ave. (4 ramps)

11.                     Replace sidewalk on Overland Ave. between Washington Blvd. and Farragut Ave. where excessive slopes do not meet ADA requirements.

 

Subsequent to the adoption of this resolution, the City’s curb ramp project was renamed the ADA Transition Plan and expanded to perform ADA-required improvements at the following locations:

Revision of the project plans requires the City Council to adopt a new resolution denoting the revised project locations.  Upon approval of funds, the Public Works Department will issue calls for bids and contract for the work to be performed according to CDBG rules and requirements.

 

 

FISCAL ANALYSIS

 

The estimated FY 2019/2020 CDBG Grant Allocation is $503,108.  Use of CDBG funding reduces the demand on the General Fund. The DSS position is partially funded by CDBG Funds ($28,500) and the General Fund ($65,755) for a total amount of $94,255.

MOTION

 

That the City Council:

 

1.                     Approve revised funding allocation for the proposed FY 2019/2020 CDBG projects; and,

 

2.                     Adopt a resolution authorizing the filing of the FY 2019/2020 application for funding from the CDBG Program, including all certifications; and,

 

3.                     Designate the City Manager as the authorized City official to execute and file all documents pertaining to the CDBG program, including making minor adjustments to project funding to address the actual FY 2019/2020 CDBG Allocation; and,

 

4.                     Approve the CDBG Reimbursable Contract with the County of Los Angeles concerning Culver City’s FY 2019/2020 CDBG Allocation; and,

 

5.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

6.                     Authorize the City Manager to execute such documents on behalf of the City.
