RECOMMENDATION

 

 Staff recommends (1) the City Council elect its Mayor and Vice Mayor; and (2) the Boards of the Financing Authority/Housing Authority/Parking Authority/Successor Agency to the Culver City Redevelopment Agency (Successor Agency) confirm that the Mayor and Vice Mayor shall serve as the Chair and Vice Chair of these bodies, respectively.  The City Council Policies Subcommittee (Vice Mayor Sahli-Wells and Council Member Fisch) recommend the terms of these offices be for a period of 12 months, consistent with the City Charter.

 

 

BACKGROUND:

 

Section 606 of the City Charter states, in pertinent part(s):

 

“…In odd numbered years, the City Council shall elect the Mayor and Vice Mayor at the second City Council meeting following twelve months after the prior election. Both the Mayor and Vice Mayor shall serve at the pleasure of the City Council. …” and,

 

“…A Council Member who has held the office of Mayor or Vice Mayor for one year shall not be eligible for reelection to that same office until one year has elapsed.”

 

Pursuant to Section 606 of the City Charter, this evening, the City Council shall elect the Mayor and Vice Mayor of Culver City, each for terms of one year.  It is recommended that the Boards of the Financing Authority/Housing Authority/Parking Authority/Successor Agency also confirm that the Mayor and Vice Mayor shall serve as the Chair and Vice Chair of these bodies, respectively.

 

At the November 2018 Special Municipal Election, the date of the General Municipal Election for the filling of all elective offices, other than the Board of Education, was changed from April of even-numbered years to “the date of the statewide general election.”  The next General municipal election will occur on November 3, 2020.  The City Council Policies Subcommittee recommends there be an election of a new Mayor and Vice Mayor in April 2020, to cover this transition period of approximately seven to eight months. This approximation is based on the amount of time anticipated by Los Angeles County to certify the election results.

 

REORGANIZATION 2019

 

Election of Mayor and Vice Mayor and Confirmation of Chair and Vice Chair of the Financing Authority/Housing Authority/Parking Authority/Successor Agency

 

NOMINATIONS FOR MAYOR

 

In accordance with state law, the current Mayor shall preside during the election of the new Mayor.

 

On June 25, 2018, Resolution 2018-055 set aside the Mayoral Rotation Policy that had been adopted by Resolution No. 2017-R015. Resolution 2018-055 states that, until such reinstatement and/or amendment occurs, the City Council has determined to elect Council Members to the positions of Mayor and Vice Mayor under the authority set forth in the City Charter. Sections 606 and 612, respectively, of the City Charter state, in pertinent part:

 

“Both the Mayor and Vice Mayor shall serve at the pleasure of the City Council.”

 

“…actions of the City Council shall be decided by a majority of the members present and voting on a matter, excluding abstentions…”

 

Procedures: The Mayor announces that this is the time and place to receive nominations for Mayor, calls for the nomination, closes the nomination, and calls for the vote.

 

NEW MAYOR OPENS NOMINATIONS FOR VICE MAYOR

 

Once the new Mayor has assumed the chair, and made any remarks he or she may wish to make, he or she shall open the nominations for Vice Mayor. 

 

With Resolution 2017-R015 (Mayoral Rotation Policy) set aside, the City Charter also prescribes the method of selecting the Vice Mayor by a majority of the members.

 

Procedures: The new Mayor announces that this is the time and place to receive nominations for Vice Mayor, calls for nominations, closes the nominations, and calls for the vote.

 

NOTE:  So the meeting is not interrupted by the changing of chairs at this meeting, the City Council may retain their current seats for the remainder of this meeting.  Future meetings will be set-up with seating in accordance with past practice of the City Council.

 

The ceremonial pinning of the newly elected Vice Mayor and Mayor, in that order, shall occur at this time in the well of the Dais. 

 

COMMENTS BY CITY COUNCIL AND PUBLIC

 

The Mayor calls on the Members of the City Council for any remarks they may wish to make at this time.  There is no special action necessary by the Council.

 

Members of the public are now welcome to address the new Mayor and Vice Mayor.

 

Confirmation of Chair and Vice Chair of the FINANCING AUTHORITY/Housing Authority/Parking Authority/Successor Agency

 

The Mayor entertains respective motions of the Boards of the Financing Authority, Housing Authority, Parking Authority and Successor Agency (a joint motion for all four bodies is also acceptable) that the Mayor and Vice Mayor serve as Chair and Vice Chair of these bodies, respectively.

 

 

FISCAL ANALYSIS
