RECOMMENDATION

 

Staff recommends the Disability Advisory Committee discuss and appoint an ad hoc subcommittee for the purpose of receiving/sharing information with the City Council Equity Subcommittee related to creating a Human Relations Committee.

 

 

BACKGROUND/DISCUSSION

 

On November 12, 2018, the City Council received a request from a Culver City community work group (“Work Group”) to consider forming a Human Relations Committee (“Committee”). The Work Group recommended that a Committee be created and empowered to encourage and improve intergroup relations. In summary, the submitted proposal (Attachment 1) requests that the Committee’s powers and duties include, but not be limited to:

 

                     Improving intergroup relations regardless of race, religion, gender, ability, etc.

                     Promoting and celebrating diversity and inclusion

                     Preventing intercultural tension, bullying, incidents of hate, etc.

                     Reviewing and recommending related policies

                     Facilitating community dialogue and training pertaining to human relations

                     Providing alternative reporting options for complaints of discrimination

 

The City Council discussed the request at its January 28, 2019 meeting and directed the City Council Equity Subcommittee to (1) review the duties and responsibilities of current commissions, committees and boards to avoid duplication of efforts and ensure that resources are utilized efficiently; (2) review the statutory and legal constraints related to employee privacy protections; and (3) review and recommend potential Municipal Code and City policy amendments as it relates to the creation of a Committee.

 

The Equity Subcommittee is requesting to meet with an ad hoc subcommittee of the Disability Advisory Committee to receive information relating to the Commission’s powers and duties in relation to the role and function of the proposed Human Relations Committee, and receive comments from the Disability Advisory Committee ad hoc subcommittee in this regard.  If the Disability Advisory Committee appoints an ad hoc subcommittee in accordance with the City Council Equity Subcommittee’s request, staff has been asked to inquire if the members are available for a meeting on either April 17th, 18th, or 19th.  Once a meeting date has been agreed upon, Assistant City Manager Serena Wright-Black will contact the Disability Advisory Committee ad hoc subcommittee members regarding the time of the meeting.

 

FISCAL ANALYSIS
