RECOMMENDATION

 

Staff recommends the City Council approve and authorize the City Manager to obtain competitive proposals for network operation services for the City’s Culver Connect fiber network.

 

 

BACKGROUND/DISCUSSION

 

In July 2018, Culver City completed construction of a fiber optic network backbone (the “Network”) in order to facilitate the delivery of high speed internet access to City businesses, to the City itself for municipal purposes, and to the Culver City Unified School District. The Network is 21.7 routes miles long, consists of 576 strands of fiber, and is entirely underground. The City is currently directing efforts to build laterals to multi-tenant commercial properties in the City. The laterals are being constructed to further advance the operation of the Network and to stimulate economic development. In addition to this Network, the City also has additional fiber infrastructure assets that are used for City Government purposes (“CCGOV”) and for CCTV monitoring of major street intersections (“CCTV”). For the purposes of this RFP, CCGOV and CCTV are not a part of the Network. 

Mox Networks (“Mox”) has served as the City’s lead consultant to design and manage the construction of the Network since 2014. Mox currently operates, maintains, and provides marketing and development services for the Network. In the interest of ensuring the City is receiving these services at a reasonable cost, and consistent with City policies and the Culver City Municipal Code, staff recommends an informal proposal process be conducted for these professional services.  Pursuant to Culver City Municipal Code Section 3.07.065.A, professional services are exempt from formal competitive bid procedures, provided the contract is based upon competitive quotations, whenever practical, as determined by the City Manager. 

 

Staff recommends the City Manager is authorized to obtain competitive proposals based upon the proposed scope of work included as Attachment 1. The Proposal Instructions and scope of work will be distributed to potential proposers and posted to the City’s Municipal Fiber Network webpage. Staff will then return to City Council for consideration of approval of an agreement with a recommended provider.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact to obtain competitive proposals.
