RECOMMENDATION
Staff recommends the City Council adopt a Resolution of Intention to vacate a portion of the alley located southerly of Washington Place, northerly of Herbert Street, easterly of Centinela Avenue, and westerly of Grandview Boulevard and directly adjacent to 12403 Washington Place, and setting a Public Hearing date of February 25, 2019, pursuant to Division 9, Part 3, Chapter 3 of the Streets and Highways Code.
BACKGROUND/DISCUSSION
The subject alley is 20 feet wide and was closed many years ago in order to eliminate cut through traffic for motorists. Metal beam guard rails enclose the alley at both the north and south ends. The alley is used primarily by the adjacent property owners/renters. The adjacent property owner at 12403 Washington Place has requested the City vacate the alley. The owner in-fee of the alley is the property at 12403 Washington Place. However, only 15 feet of the alley width would be vacated to the property owner in order to allow a 5 foot walkway (which will remain public right-of-way) for the adjacent property at 12228 Washington Place. As a condition of the vacation of the alley, the owner of 12403 Washington Place will be required to construct sidewalk and parkway, curb and gutter, and plant a new street tree along Washington Place.
Since Culver City sanitary sewer and Los Angeles Department of Water and Power water lines currently run through the alley, the 15-foot section of the alley vacation will be reserved for utility easements.
In compliance with State of California Streets and Highways Code Division 9, Part 3, Chapter 3: (1) the Resolution of Intention shall be published in the newspaper for at least two successive weeks; and (2) at least two weeks prior to the date of the public hearing, a minimum of three notices of the adoption of the Resolution of Intention will be posted conspicuously along the area proposed for vacation not more than 300 feet apart.
FISCAL ANALYSIS
The cost to publish the notice of the public hearing for two successive weeks in Culver City News is about $600 which will be paid from account number 10160150.612100, Engineering Services.
