RECOMMENDATION
Staff recommends the City Council (1) reject all bids received for the West Washington Boulevard AIP Phase III Lighting and Upgrades, PF-1923; and (2) authorize the publication of a new Notice Inviting Bids in order to rebid the Project.
BACKGROUND/DISCUSSION
On November 8, 2018, a Notice Inviting Bids was issued for the repair and lighting enhancement of the AIP Phase III medians located near the intersection of Zanja Street, Washington Boulevard and Washington Place. The scope of the project included replanting ground cover and shrubs, replacing two trees, and replacing damaged corten panels per the original plans approved in January 2012. The project also included the installation of LED wash lights to replace the original rope lighting along the corten panels to enhance the illumination and aesthetic in the area.
On December 13, 2018, the City Clerk’s Office staff publicly opened the bids. There were two contractors that responded with the following bid amounts:

2. Select Electric, Inc. $320,820
Staff reviewed all the bid documents. The lowest base bid by Alfaro Communications Construction is significantly higher than the available budget. The bid was discussed with Alfaro Communications Construction relative to certain specifications and plans that may contributed to higher bid amounts. Those items will be clarified in order to encourage more accurate and lower bid amounts. Staff is recommending the City Council reject all bids and authorize the publication of a new Notice Inviting Bids to rebid the Project.
FISCAL ANALYSIS
There is no fiscal impact created by the rejection of all bids.
