RECOMMENDATION
Staff recommends the City Council approve a special permit to Sony Pictures Entertainment to allow dogs in Culver West Alexander Park or Veterans Memorial Park for entertainment or exhibition purposes during a City-permitted film shoot on the date specified in the Film Permit.
BACKGROUND/DISCUSSION
Culver City Municipal Code (CCMC) Section 9.10.055.A states:
§ 9.10.055 PROHIBITIONS. Within the limits of any public park it shall be unlawful for any person:
A. Having charge, care, custody or control of any dog, except as permitted by § 9.10.400 or § 9.10.600, or other animal, fowl, or reptile to cause, permit or allow the same to be within the limits of any public park within the City, unless such person shall have obtained a special permit from the City Council to conduct an entertainment or exhibition in which an animal is a participant. (emphasis added)
(Note: § 9.10.400 relates to the Rules and Regulations of the Off-Leash Dog Park and § 9.10.600 relates to Designated Dog Paths.)
Sony Pictures Entertainment will be releasing a film entitled A Dog’s Way Home in January. The production needs to film one additional day of principal photography on Wednesday, November 14, 2018, and would like to film this scene at either Culver West Alexander Park or Veterans Memorial Park. The film shoot will involve the lead dog and one actor showing the reunion of the dog and his long-lost, grown up owner after the dog has travelled to find him. The daytime film shoot will last approximately eight hours. The park area will be cleaned up and left as it was found after the film shoot is complete. Both the dog’s professional trainer and a representative from the American Humane Association will be on the set during the entirety of the film day to ensure the safety of the dog.
If approved, this special permit will pertain only to the applicant and this specific request to allow dogs in the park for entertainment or exhibition purposes during the City-permitted film shoot. Pursuant to CCMC Section 9.10.055.A, no other animals will be allowed in Culver West Alexander Park or Veterans Memorial Park.
Although filming is currently scheduled for November 14, 2018, staff recommends the Special (animal) Permit be issued for the date specified on the Film Permit, in the event any scheduling changes occur for the film shoot.
FISCAL ANALYSIS
The approval of this special permit allowing dogs in Culver West Alexander Park or Veterans Memorial Park during a City-permitted film shot will have a positive fiscal impact to the City due to the accrual of fees collected as part of the City film permitting process.
