RECOMMENDATION

 

Staff recommends the City Council (1) discuss the proposed City Council Strategic Plan for 2018-2023 (“Strategic Plan”); and (2) adopt the Strategic Plan and/or (3) provide direction to the City Manager as deemed appropriate.

 

 

BACKGROUND/DISCUSSION

 

On May 18, 2018 and May 19, 2018, the City Council conducted the 2018 City Council Strategic Planning Retreat meetings to discuss the City Council’s priority areas for 2018-2023.  Yolanda J. Gorman, served as the Facilitator for the Retreat and prepared a Summary and Strategic Plan (attached).

 

The goals of the retreat were for the City Council Members to engage in a dialogue to (1) consider a variety of issues currently impacting Culver City and to openly brainstorm critical questions to be answered that would help guide solutions; (2) identify strategic priorities that provide a foundation for, or align with priorities to be identified in the general plan; (3) review the progress of the 2016-2021 Strategic Plan; and (4) develop specific strategies and action steps for addressing strategic priorities.

 

Through these meetings, the City Council refined its discussion topics to the following goals:

 

1.                     Ensure Long-term Financial Stability

2.                     Enhance Mobility and Transportation

3.                     Improve Housing and Homeless Services

4.                     Revitalize Ballona Creek

5.                     Transform the Inglewood Oil Field

 

The City Council is requested to discuss the proposed Strategic Plan and provide direction to staff.  If the City Council directs staff to pursue these priority areas, staff would begin preliminary work on the initiatives. Additionally, staff would include information on the costs to implement these goals, required staffing, future milestones, indicators for success, and an action plan as part of the Fiscal Year 2019-20 Budget and Work Plans.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact to continue discussions and adopt the City Council Strategic Plan - 2018-2023.  However, it is possible that any new future programs and projects proposed as a result of the discussions will have a fiscal impact, which would be reflected in future budget requests.
