RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specification and authorize the publication of a notice inviting bids for the 2019 Pavement Rehabilitation Project, PS-005.

 

 

BACKGROUND/DISCUSSION

 

Per the pavement management system recommendation and visual observation, City staff have selected Overland Avenue between Washington Boulevard and Jefferson Boulevard to be resurfaced with new asphalt. The scope of work consists of replacing deteriorated asphalt concrete with new rubberized asphalt concrete.  In areas of extensive pavement failure, the asphalt section will be removed and replaced with full depth asphalt pavement.

 

As part of repaving Overland Avenue, a new bicycle lane from Ballona Creek to Culver Boulevard will be installed in both directions. Bicycle lanes are not feasible from Culver Boulevard to Washington Boulevard, and from Ballona Creek Bridge to Jefferson Boulevard due to insufficient width in the street.

 

Additionally, at the northern leg of the intersection of Overland Avenue /Jefferson Boulevard, a second southbound left turn lane onto Jefferson Boulevard will be constructed as part of this project.  The raised median and two ficus trees will have to be removed in order to accommodate the proposed two left turn lanes

 

KOA Corporation is completing the pavement design, traffic striping, and traffic signal loop restoration plans through the on-call consultant contract. Ninyo and Moore preformed a geotechnical investigation through the on-call consultant contract. 

 

Staff recommends the City Council approve the final plans and specifications and authorize the advertisement of construction bids for the 2019 Pavement Rehabilitation Project. The construction is scheduled in winter 2018-2019. Grant funding requires rubberized asphalt to be completed by mid-March 2019.
