RECOMMENDATION

 

Staff recommends the City Council (1) approve an agreement with OP Electrical Services (OP) in an amount not-to-exceed $70,500.00 for electrical and lighting upgrades at all three City fire stations; and (2) authorize the Public Works Director/City Engineer to approve amendment(s) to the agreement in an additional contingency amount not-to-exceed $7,050.00.

 

 

BACKGROUND/DISCUSSION

 

Over the past few years, the electrical demand at all three fire stations has increased due to newly commissioned apparatus. The new apparatus are rated at a higher electrical demand and are requiring an increase in dedicated electrical circuit capacity which the existing electrical sources at the stations cannot provide.  This has caused electrical circuits to trip at the stations.  Furthermore, apparatus are required to be continuously charged to ensure operation at all times.

 

Staff from the Public Works and Fire Departments worked together to assess the electrical needs at the stations. The proposed work will increase the electrical load capacity at each station to accommodate both present and anticipated future demand.

 

In addition,  the lighting at all three stations will be upgraded at the same time to provide for energy efficiency and better lighting for security purposes.

 

 

Public Works staff received the following quotes for this work:

                     Power Source Systems, Inc……………$69,000.00

                     OP Electrical Services……………………$70,500.00

                     MB Herzog, Inc……………………………$93,814.00

 

Though the proposal by OP is not the lowest, their proposal showed a clearer and more detailed understanding of the desired scope of work.  Culver City Municipal Code Section 3.07.065 provides an exemption from the formal bidding process for professional and general services, provided the contract is based upon competitive quotations whenever practical.  Per Section 3.07.065.C.5 and C.6, this project falls under the category of general services, which includes the repair and maintenance of City-owned personal property and City-owned or occupied real property and buildings respectively.  Because the quotation from OP represents the best value for the City in terms of both supplies and labor, staff recommends the City Council approve an agreement with OP.

 

 

FISCAL ANALYSIS

 

There are sufficient funds in the City Council Adopted Budget for Fiscal Year 2018/19 for Capital Improvement Project PF-013 (Fire Station Improvements) to fund this project.

4.                     Authorize the City Manager to execute such documents on behalf of the City.
