RECOMMENDATION

Staff recommends that the Planning Commission continue the public hearing and related action pertaining to Zoning Code Text Amendment P2018-0186-ZCA, related to CCMC Chapter 17.320 - Off-street Parking and Loading, to the Planning Commission's next regularly scheduled meeting on September 26, 2018.


PROCEDURES

1. Chair calls on staff for a brief staff report and the Planning Commission poses questions to staff as desired.

2. Chair opens the public hearing, and receives comments from the general public.

3. Chair seeks a motion to close the public hearing after all testimony has been presented.

4. Commission discusses the matter and arrives at its decision.


BACKGROUND

As part of the Current Planning Division's ongoing implementation of the Zoning Code, and through the review of various projects, staff has identified that current language within the "off-street parking" section, Chapter 17.320 - Off-street Parking and Loading, of the Zoning Code requires modification. This includes modification with regard to the subject of electric vehicle (EV) parking and related charging infrastructure, as well as compact parking. Staff has researched these subjects and compiled data in order to inform the content of the proposed Zoning Code Amendment, including code language from other jurisdictions and data from previously approved projects. In order to appropriately refine the amendment language and provide all of the necessary background for these topics, staff is recommending that the Planning Commission continue this item to the next regularly scheduled Planning Commission meeting.

As part of a larger scope of the amendments to parking, staff is also researching standards for bicycle parking and will be presented to the Planning Commission as a separate Zoning Code Amendment at a future date to be determined. In the interim, Current Planning Division staff is collaborating with Public Works staff, and also consulting with the City's Bicycle and Pedestrian Advisory Committee (BPAC), with regard to this matter. The City's Bicycle and Pedestrian Coordinator from the Public Works Department will be present during the public hearing for this item to provide insight into the ongoing work of the BPAC and the progress of the City's Bicycle and Pedestrian Action Plan (BPAP). The BPAP will be a key component in informing the future Zoning Code Amendments related to bicycle parking and facilities.


PUBLIC NOTIFICATION

CCMC Section 17.630.010 requires public notification via a publication in the Culver City News, a minimum of fourteen (14) days prior to the formal Public Hearing. Accordingly, a public notice was published on August 21, 2018. In addition, the public notice was posted on the City website and distributed electronically on August 29, 2018. As of the writing of this report, staff has not received any public comments, in writing or any other form, with regard to the proposed Zoning Code Amendment in response to the public notice.
