RECOMMENDATION
Staff recommends the City Council approve (1) the conceptual drawings for the Higuera Bridge Observation Deck; (2) an amendment to the existing professional services agreement with IDC Consulting Inc., in an amount not-to-exceed $110,000 for preparation of the final plans and specifications incorporating the observation deck ($90,000) and right-of-way utility coordination and certification document ($20,000); and (3) a related budget amendment, for the Higuera Street Bridge Removal and Replacement Project (PZ-553).
A 4/5ths vote is required for the budget amendment.
BACKGROUND/DISCUSSION
Observation Deck
On April 23, 2018, the City Council approved a change order with IDC in the amount of $10,000 to produce artistic renderings of the Higuera Street Bridge with an observation deck on its westerly side. After reviewing the options, the Parking and Traffic City Council Subcommittee approved the observation deck as a semi-oval shape, 40 feet wide and cantilevered 15 feet from the bridge. The proposed final design fees will be $90,000 which includes structural engineering, civil engineering, and right-of-way engineering. Also an easement above Ballona Creek Channel will be required from the Army Corps of Engineers. It is estimated that the construction cost of the observation deck will be about $70,000. The Subcommittee then directed staff to request the City Council approve and authorize the final design of this observation deck.
If approved tonight, Staff estimates that the final design of the observation deck will be completed in March 2019. Subsequent to design completion, Staff will publish the notice inviting bids for the construction of the new Higuera Bridge with this observation deck.
The design and construction of the Observation Deck does not qualify for Federal Highway Bridge Program (HBP) funds.
Right-Of-Way Utility Coordination
Since the design contingency for this Project was exhausted and in order to keep the project moving forward, staff administratively authorized IDC to move forward with right-of-way coordination services (which will be an additional $20,000), with the intent of formalizing an amendment to IDC’s agreement with the City Council. This service would include coordinating with Golden State Water Company, Southern California Edison, and AT&T and obtaining their plans for temporary and final utility relocation to accommodate the construction of the Bridge. Once their utility relocation plans are finalized, IDC will then prepare the Right-of-Way Certification and submit to Caltrans, which is the final step before requesting funds for construction. It should be noted this service is not contingent upon the approval of the Observation Deck.

MOTION
That the City Council:
1. Approve the conceptual drawings for the Higuera Bridge Observation Deck;
2. Approve an amendment to the existing professional services agreement with IDC Consulting, Inc. in an additional amount not-to-exceed $110,00 for final plans and specifications incorporating the observation deck ($90,000) and right-of-way utility coordination and certification ($20,000), for the Higuera Bridge Removal and Replacement Project (PZ-553);
3. Approve a related budget amendment (four-fifths vote required);
4. Authorize the City Attorney to review/prepare the necessary documents; and
5. Authorize the City Manager to execute such documents on behalf of the City.
