RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission discuss options to involve one or more youth representatives in the PRCS Commission.

 

 

BACKGROUND

 

At the March 26, 2018 City Council meeting, staff was given direction to have all City Commissions, Boards and Committees review and make recommendations regarding how to be more inclusive and add different voices to the City’s process.  Specifically, the PRCS Commission was asked to discuss adding a Youth Seat and a Senior Seat.  One suggestion was that the PRCS Commission might have some designated or “preferred” seats to add these members.  It was stated that, for example, the Youth Member could be appointed by the Culver City Unified School District or through the standard PRCS Commission City application process.  The Bicycle and Pedestrian Advisory Committee could be used as a template since that body does have designated seats for members of representative community groups.  This issue of youth representation was raised again at the June 25, 2018 City Council meeting when PRCS Commissioner addressed the City Council during the City Council Appointments Agenda Item.

 

 

DISCUSSION

 

At both of the above City Council meetings, it was stated by City Council Members that the development of a youth representative(s) position on/to the Commission is open to public comment and discussion by the Commission.  Currently there are no plans by the City Council to increase the number seats on the PRCS Commission.  In order to do so, the Culver City Municipal Code (CCMC) will need to be amended.  One suggestion at the March 26. 2018 City Council meeting was to set up an Ad Hoc student advisory position to the PRCS Commission.  This would be a non-voting position and the position could be established without an amendment to CCMC.

 

To acquire some brief background on the subject, staff posted the following question to the members of the Administrative Section of the California Parks and Recreation Society (CPRS): 

 

Culver City is looking into the various ways that Youth Representatives may be able to get involved with our Parks, Recreation and Community Services Commission.  If your agency has some type of relationship between Youth Representatives and your Commission (formal or informal), please send us the details on how it is structured. 

 

Responses included the following models for youth involvement:  (1) one or more youth members on the Parks and Recreation (P&R) Commission* who are appointed by the City Council; (2) a P&R Commission Youth Committee subcommittee or ad hoc subcommittee (3) a Youth Advisory Board/Committee/Commission that exists separately from the P&R Commission but whose members regularly interact with at least one P&R Commissioner.  In some cases one P&R Commission liaison reports back to the full Commission regarding the activities of the youth advisory body.  In other cases, joint meetings between the two bodies are held, either formally or informally.  The students involved are typically from Middle School and/or High School.

 

* Note:  Commissions similar to Culver City’s PRCS Commission have many different titles.  For the purpose of this discussion, “Parks and Recreation (P&R) Commission” is being used generically.

 

The PRCS Commission may want to consider forming an Ad Hoc Subcommittee to do more research and develop ideas on this topic to present to the City Council.  Discussion points related to this issue include, but are not limited to:

 

                     the structure of the relationship between the Commission and the youth representative(s)

                     the appointment process

                     the requirements necessary to become a youth representative

                     the duties of the youth representative position

                     the timing and length of the term

 

Since the City Council mentioned using the Bicycle and Pedestrian Advisory Committee at the March 26, 2018 meeting, it should be noted that the composition of this Committee is:

(1) Resident: Senior Citizen (A person who has reached the age of 65) (initial two year term)
(1) Resident: Disability Representative (initial three year term.)

 

(1) Culver City Unified School District Representative (initial three year term) - selected by the Culver City Unified School District. Members from this group are not required to be residents of Culver City.

(1) High School Student (initial two year term) - The student will be nominated by the Culver City Unified School District (by either the Board of Education or the Superintendent’s Office, as determined by the CCUSD). Members from this group are not required to be a residents of Culver City.

(1) Culver City Chamber of Commerce (initial three year term) - Members from this group are not required to be a residents of Culver City.

(1) Culver City Local Business Owner (initial two year term) - Members from this group are required to have a “brick and mortar” (a physical retail, commercial, or industrial business presence (home business owners may apply as a City resident) in the City) and have a minimum of three employees. Members from this group are not required to be a residents of Culver City.
