RECOMMENDATION

 

Staff recommends the City Council approve an agreement with Marina Landscape for City-wide landscape maintenance services in the amount of $508,008 for a two-year period beginning September 1, 2018, with the option of two one-year extensions.

 

 

BACKGROUND/DISCUSSION

 

Request for Proposals (RFP) Number 1840 for City-wide landscape maintenance service was published on April 26, 2018.  The sites included in the RFP were as follows:

3)                     Culver City Landscape Maintenance Districts

7)                     Kinston Avenue Greenbelt

9)                     Brush Clearance

The proposals, as opened by representatives of the City Clerk’s Office on May 24, 2018, were:

$508,008.00 - Marina Landscape Services, Inc.

$519,028.00 - BrightView Landscape Services, Inc.                                          

$550,368.00 - Mariposa Landscapes, Inc.                                                                                    

$731,820.92 - Complete Landscape Care, Inc.                                          

 

Marina Landscape provided landscape maintenance services for the City’s parks, medians, public facilities, and streetscape areas from 2009 until the company was acquired by BrightView Landscapes, LLC, in 2017.  Currently, BrightView is the City’s contracted landscape maintenance provider.  Marina Landscape has been reestablished and is now operating with the original management team and many of the same employees that the City worked with from 2009 to 2017.  Staff is recommending that the City Council approve an agreement with Marina Landscape for City-wide landscape maintenance services based on the results of the RFP, positive feedback from references and a history of excellent performance and accountability in working with the City in the past.

 

 

FISCAL ANALYSIS

 

The amount for two years of landscape maintenance services at the Parks Division managed locations is $466,507.34, or $233,253.87 annually.    There are currently sufficient funds in the City Council Adopted Fiscal Year 2018/19 Budget in account number 10130300.691800 (Parks Division / Other Contractual Services) for this expense.

 

The amount for two years of landscape maintenance services at the Community Development Department (CDD) managed locations is $41,500.66, or $20,750.33 annually.  CDD accounts that have been identified for these expenditures include 10150120.619800 (Economic Development / Other Contractual Services), 42516510.619800 (West Washington Landscape Maintenance District #1 / Other Contractual Services) and 42516520.619800 (West Washington Landscape Maintenance District #2 / Other Contractual Services).

MOTION

 

That the City Council:

 

1.                     Approve an agreement with Marina Landscape for City-wide landscape maintenance services in the amount of $508,008.00 for a two year period beginning September 1, 2018, with the option of two one-year extensions.

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
