RECOMMENDATION

 

Staff recommends the City Council award a contract to ABM for the installation of ten new electric vehicle (EV) charging stations at the City’s Transportation Facility in an amount not-to-exceed $115,030.16.

 

 

BACKGROUND/DISCUSSION

 

The City of Culver City continues to explore new vehicle technologies in the effort to remove the City fleet from traditional petroleum fuel. Since 2014, Culver City Transportation Department staff has taken delivery of several plug-in electric vehicles that have since been integrated into the City’s fleet and are being used successfully by staff. As the City’s fleet continues to expand to include additional electric and partially electric vehicles, enhanced charging infrastructure will be needed.

 

In order to promote the continued expansion of the City’s alternative fuel vehicle fleet, staff proposes to award a contract to ABM to expand and upgrade electric vehicle charging infrastructure at the City’s Transportation Facility. The scope of this project includes the installation of electrical equipment and five (5) dual Charge Point EV chargers in the fleet vehicle parking lot at the Transportation Facility for exclusive use with fleet vehicles. This project is partially funded by a recent grant from the Mobile Source Air Pollution Reduction Review Committee and the South Coast Air Quality Management District.

 

Section 3.07.055.G of the Culver City Municipal Code exempts purchases from the formal competitive bidding requirements when competitive bid procedures have already been utilized by another public agency. This procurement meets this requirement as work is to be performed as per the terms and conditions of National Joint Powers Alliance Contract No. CA-SL05D-082013-ABM.

 

 

FISCAL ANALYSIS

 

Funds for these services are included in the Transportation Department’s current fiscal year budget. Funding was secured through a variety of sources including a Mobile Source Air Pollution Reduction grant from the South Coast Air Quality Management District (ML16007) and California Assembly Bill 2766 subvention funds. MOTION

 

That the City Council:

 

1)                     Award a Contract to ABM in an Amount Not-to-Exceed $115,030.16 for the Installation of Electric Vehicle (EV) Charging Stations; and,

 

2)                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3)                     Authorize the City Manager to execute such documents on behalf of the City.
