RECOMMENDATION
Staff recommends the City Council approve an amendment to a professional services agreement with California Watershed Engineering for additional civil design services and Environmental Studies for Washington Boulevard Stormwater Diversion Project, PR-001 in an amount not-to-exceed $137,142 ($124,742 base cost with a 10% contingency of $12,400).
BACKGROUND/DISCUSSION
On May 30, 2017, Council approved the professional services agreement for civil design for the Washington Boulevard Stormwater Diversion Project, PR-001.
The Public Works Department’s Environmental Programs and Operations Division (PW-EPO) is proposing a Diversion System Project (Project) to capture stormwater/urban runoff from approximately 42 acres of drainage area (including Costco). This drainage area is primarily commercial and residential. The City proposes to capture, treat, and retain the 85th percentile, 24-hour storm event into large storage chambers under Washington Boulevard. After 72 hours of a rain event, the captured volume will then be pumped back into an existing sanitary sewer system conveying the runoff to the City of Los Angeles’ Hyperion Sewer Treatment Plant for treatment of wet and dry weather runoff flows.
Environmental Studies
Staff is requesting additional services to complete Mitigated Negative Declaration (MND) environmental studies recommended by the Environmental Initial Study (IS). The Environmental IS was completed on March 5, 2018 as part of the original design scope of work. The Environmental IS recommends additional studies be developed such as Cultural Study and AB52 Consultation, Paleontological Assessment, Noise Study, and Traffic Management Plan. CWE will prepare the MND based on the Environmental IS and results from the mentioned studies. Once the studies and MND are completed, staff will return to City Council for acceptance of the results and approval to file the Notice of Determination.
Additional Services
Staff requested the following additional services be performed as part of the Project;
• During utility research and preliminary design, it was determined that there were several utility crossings with proposed underground piping and structures crossing existing underground utilities. Potholing is required to verify and ensure there are no conflicts and will provide accurate depths for construction purposes.
• Due to the high groundwater in the project area, it is anticipated dewatering will be required during construction. CWE will assist in the preparation of the Dewatering Permit from the State Water Quality Control Board for discharging the groundwater during construction. Initiating the Dewatering Permit process during the design phase will minimize delays during construction.
• Community Development is currently working on the landscape median improvements along Washington Boulevard between Beethoven Street and Glencoe Avenue as part of the Area Improvement Program (AIP) Phase IV. Since the limits of work of the AIP Project IV was within same segment of Washington Boulevard Stormwater Diversion Project, it was decided to divide the construction of AIP Project Phase IV into two ( 2) phases, AIP Project Phase IVA and IVB. Phase IVA will be from Beethoven Street to Alla Road and will constructed this calendar year. Phase IVB will be from Alla Road to Glencoe Avenue and will be constructed as part of the Washington Boulevard Stormwater Diversion Project. CWE will integrate AIP Project Phase IVB Plans and Specifications as part of the Washington Boulevard Stormwater Diversion construction documents.

The cost for additional design services and completion of the Environmental Studies are in the total amount of $124,742. It is recommended that the City Council authorize the Public Works Director/City Engineer to authorize amendments for additional design work in an amount not-to-exceed $12,400 (10%) if necessary.
MOTION
That the City Council:
1. Approve an amendment to the professional design services agreement with California Watershed Engineering for additional civil design services and Environmental Studies for the Washington Boulevard Stormwater Diversion Project, PR-001 in an amount not-to-exceed $124,742;
2. Authorize the Public Works Director/City Engineer to approve amendments to the agreement with California Watershed Engineering in an amount not-to-exceed $12,400 for additional design work;
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
