RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (CAC) (1) dissolve the Ad Hoc 2018 Culver City Performing Arts Grant Program Subcommittee; (2) create the Ad Hoc 2019 Culver City Performing Arts Grants Program Subcommittee; and (3) assign Commissioners to Ad Hoc and Standing Subcommittees for Fiscal Year 2018-2019.
BACKGROUND/DISCUSSION:
At its first regular meeting in July of each year, the Cultural Affairs Commission reviews its subcommittees in light of the City Council adopted budget and work program for Cultural Affairs for the coming year, and two Commissioners are assigned to two or more of the CAC’s subcommittees.
Subcommittee meetings are held on an as-needed basis, with some subcommittees meeting as frequently as every month and others only once or twice over the course of a year. In general, “ad hoc” subcommittees serve only a limited or single purpose, are not perpetual, and are dissolved when their specific task is completed. Ad hoc subcommittees do not constitute a “legislative body” and are not subject to the Brown Act. “Standing” subcommittees (e.g., the Public Art Subcommittee) have a continuing subject matter jurisdiction, are considered to be a “legislative body,” and are subject to the Brown Act. These subcommittee meetings must be noticed and open to the public.
For FY 2017-2018, the CAC had the following ad hoc and standing subcommittees:

• Artist Laureate (Fleischer / Wisnosky Stehlin)
• 2018 Culver City Performing Arts Grant Program (Fleischer / Wisnosky Stehlin)
• Creative Economy Report (Dickter / Pali)
• Historic Preservation Ordinance and Program Update (Pali / Williams)
• Culver City Cultural Affairs Foundation Liaison Subcommittee (Dickter / Wisnosky Stehlin). (This subcommittee was created by the CAC on April 17, 2018 with the intention of continuing through FY 2018-2019 and replaced the now dissolved Subcommittee Pertaining to Revising the Structure of the Culver City Cultural Affairs Foundation.)

Proposed Action 1 - Dissolution of Ad Hoc Subcommittees
The 2018 Culver City Performing Arts Grant Program Subcommittee has completed its work and the Commission should now dissolve the subcommittee. The other four ad hoc subcommittees have not completed their work and should not be dissolved at this time.
Proposed Action 2 - Creation of Ad Hoc Subcommittees
For the upcoming year, staff recommends the CAC create the following subcommittee:
• 2019 Culver City Performing Arts Grant Program Subcommittee
Proposed Action 3 - Appointments to Subcommittees
Should the CAC so desire, it may appoint new or reappoint existing members to its ad hoc and standing subcommittees.
FISCAL ANALYSIS:
Creation of subcommittees can involve the allocation of staff time (especially standing subcommittees).
