RECOMMENDATION
Staff recommends the City Council (1) reject all bids received for the Skate Park Restroom and Office Project, PZ-830; and (2) authorize the publication of a new Notice Inviting Bids in order to rebid the Project.
BACKGROUND/DISCUSSION
On August 20, 2017, the City Council approved the plans and specifications, and authorized advertising for bids for the Skate Park Restroom and Office Project, PZ-830. The project scope includes construction of a new 340 square foot cement block office/restroom building adjacent to the Skate Park. The building includes an office for use by Parks Department staff, a storage room and a public restroom for Skate Park patrons. The addition of an office and restroom will enable the Parks, Recreation, and Community Services Department to provide additional services to the Skate Park and provide needed restrooms for the visitors of the Skate Park.
On May 3, 2018, the City Clerk’s Office staff publicly opened the bids. There were six bid holders and five contractors responded with the following bid amounts:

Staff reviewed all the bid documents. The lowest base bid by CEM Construction is significantly higher than the available budget. Staff discussed the bid with CEM Construction and understands now that there were certain unknown factors in the specifications and plans that contributed to higher bid amounts. Those items will be clarified in order to encourage more accurate and lower bid amounts. Staff is recommending the City Council reject all bids and authorize the publication of a new Notice Inviting Bids to rebid the Project.
FISCAL ANALYSIS
There is no fiscal impact created by the rejection of all bids.
