RECOMMENDATION
Staff recommends the City Council (1) proceed with Council Members Alex Fisch and Daniel Lee each appointing three members to the General Plan Advisory Committee (GPAC); (2) approve revisions to the GPAC Operational Guidelines; and (3) provide direction to the City Manager as deemed appropriate.
BACKGROUND
• On January 30, 2018, the City Council voted to have a 15 member GPAC, with each current Council Member appointing three GPAC members.
• On March 12, 2018, the City Council Members each appointed three GPAC members.
• On April 23, 2018, City Council agreed that members may not serve on other City committees while serving on the GPAC; except for allowing Jeanne Min to complete the remainder of her term on the Fiesta La Ballona Committee ending on October 31, 2018.
• On May 29, 2018, City Council agreed to agendize a discussion of whether to provide the opportunity for each of the two new Council Members to appoint three members to the GPAC.
• On June 4, 2018, City Council voted to provide new Council Members the opportunity to make three appointments each to the GPAC.
DISCUSSION
The GPAC will be a 21-member committee comprised of 15 existing and six new members including:
Reverend Doctor Frances Wattman Rosenau, Wally Marks, Jeanne Min, Kristen Torres Pawling, Claudia Vizcarra, Fred Puza, Jamie Wallace, Laura Stuart, Denice Renteria, Diana Hernandez, Patricia Bijvoet, Ken Mand, Scott Malsin, Manjit Asrani, Andrew Weismann, and three new appointments each by Council Members Fisch and Lee.
The minor revision to the GPAC Operational Guidelines is shown below in strikethrough and underlined:
• 21 appointees total 15 appointees total (3 appointed by each Council member)
• 1 third-party facilitator with IAP2 certification or equivalent
• Makes recommendations to the City Council; does not have approval authority
• Makes recommendations by simple majority vote
• Holds monthly/bimonthly meetings
• Subject to Brown Act - required to submit Form 700
• Holds special meetings as necessary
• Expected to participate for the multi-year GPU process
• Members subject to replacement by Council if absent more than 3x/year
• City Council may modify details at any time; e.g., appointments, frequency, location, dates and times
• Method and frequency of reporting back to Council to be determined by Council
• GPAC members may not serve on another City committee while serving on the GPAC (except that Jeanne Min may term out of the Fiesta La Ballona Committee on October 31, 2018)
