RECOMMENDATION

 

Staff recommends the City Council (1) discuss whether to provide the new Council Members with an opportunity to make appointments to the General Plan Advisory Committee (GPAC); and (2) provide direction to the City Manager as deemed appropriate.

 

 

BACKGROUND

 

                     On January 30, 2018, the City Council voted to have a 15 member GPAC, with each current Council Member appointing three GPAC members.

                     On March 12, 2018, the City Council Members each appointed three GPAC members.

                     On April 23, 2018, City Council agreed that members may not serve on other City committees while serving on the GPAC; except for allowing Jeanne Min to complete the remainder of her term on the Fiesta La Ballona Committee ending on October 31, 2018.

                     On May 29, 2018, City Council agreed to agendize a discussion of whether to provide the opportunity for each of the two new Council Members to appoint three members to the GPAC.

 

 

DISCUSSION

 

The existing GPAC has 15 members, consisting of the former City Council appointees:

                     Former Council Member Clarke appointed Reverend Doctor Frances Wattman Rosenau, Wally Marks, and Jeanne Min;

                     Then Council Member Sahli-Wells appointed Kristen Torres Pawling, Claudia Vizcarra, and Fred Puza;

                     Council Member Eriksson appointed Jamie Wallace, Laura Stuart, and Denice Renteria;

                     Then Vice Mayor Small appointed Diana Hernandez, Patricia Bijvoet, and Ken Mand; and

                     Former Mayor Cooper appointed Scott Malsin, Manjit Asrani, and Andrew Weismann.

 

If the City Council determines to provide Council Members Fisch and Lee with an opportunity to each appoint three members to the GPAC, then the GPAC would consist of a 21-member committee and a professional facilitator.

2. AB 1234 training for new committee members - June 28, 2018

3. GPAC orientation and training leading up to project kick-off - Summer/Fall 2018
