RECOMMENDATION

 

Staff recommends the City Council consider a request to 1) fly the rainbow flag over City Hall in the month of June 2018; and 2) issue a Proclamation for Pride Month in June 2018.

 

 

BACKGROUND/DISCUSSION

 

At the March 12, 2018 City Council Meeting, Isabella Chardiet, President of Tolerance at Culver City High School, asserted that Culver City had the opportunity to recognize diversity in June and felt that the rainbow sculpture would be the perfect place for an LGBT celebration. She also stated that City support would establish an example and create a safe environment for LGBT youth in the City. She asked for some form of public support and proposed that a rainbow flag be displayed over City Hall and the High School for the month of June.

 

Vice Mayor (then Council Member) Sahli-Wells received City Council consensus to consider flying the rainbow flag over City Hall in the month of June and issuing a Proclamation for Pride Month in June.  Staff has prepared the attached Proclamation naming Lesbian, Gay, Bisexual, and Transgender Pride Month in June 2018.

 

This request comports with the current City Council-adopted Legislative and Policy Platform (Platform) in the area pertaining to Civil and Human Rights.  The Platform supports the following efforts:

 

                     Encourage equality, equal pay, marriage equality, religious freedom, immigrant rights, diversity, and social justice.

                     Condemn all hateful speech and violent action directed people based on their religious beliefs, their immigration status, their race, their ethnicity, or their sexual orientation.

                     Commit to pursuing a policy agenda that affirms civil and human rights, and ensures that those targeted on the basis of race, religion, sexual orientation, or immigration status can turn to government without fear of recrimination.

 

Displaying the rainbow flag and adopting the attached Proclamation would not conflict with the Platform.

 

 

FISCAL ANALYSIS

 

There is a nominal fiscal impact to purchase a rainbow flag to fly at City Hall. Adequate funds are available in the Fiscal Year 2017-18 Budget.

MOTION

 

That the City Council:

 

1.                     Present a Proclamation naming June 2018 Pride Month in Culver City; and

2.                     Approve the flying of the rainbow flag at City Hall during the month of June 2018; or

3.                     Provide alternate direction to the City Manager as deemed appropriate.
