RECOMMENDATION

 

Staff recommends the City Council (1) accept the work performed by Golden Gate Construction; (2) authorize filing a Notice of Completion; and (3) authorize the release of the retention funds after the expiration of the 35-day lien period, for the Senior Center Courtyard Renovation Project, PF-007.

 

 

BACKGROUND

 

At the December 10, 2007 meeting, the City Council accepted a bequest on behalf of the Culver City Senior Center in the amount of $166,423.35 from Mrs. Gladys L. Paetzold (the Paetzold Bequest).  Mrs. Paetzold was a long-time, active member of the Culver City Senior Center and the Culver City Retired and Senior Volunteer Program (RSVP).

 

At the April 7, 2008 meeting, the City Council reviewed recommendations from the Culver City Senior Citizens Association (CCSCA) Board of Directors (the Board) and the Parks and Recreation Citizens Association (CCSCA) Board of Directors (the Board) and the  Parks and Recreation Commission regarding the use of the Paetzold Bequest. In support of the Board’s and the Commission’s recommendations, the City Council determined that the funds should primarily be used to remodel the Senior Center Courtyard.  Subsequently, at the December 8, 2008 meeting, the City Council adopted a Resolution naming the Senior Center Courtyard in honor of Mrs. Gladys L. Paetzold.  The language approved for the dedication plaque was, “Mrs. Gladys L. Paetzold Courtyard.”  The plaque will be installed when the renovation has been completed.

 

The Senior Center Courtyard Renovation included the demolition of the selected existing improvements; construction a new decorative concrete flooring; installation of lighting and electrical fixtures; planting of new trees and landscaping with irrigation system; installation of a new water fountain feature; and construction of a new awning system.

 

 

DISCUSSION

 

On July 24, 2017, the City Council awarded the construction contract to Golden Gate Construction in the amount of $299,014.  During construction, the City requested additional work which included modifications to the awning system, removal of additional trees, installation of additional floor mats, modification to the drainage system and miscellaneous appurtenant work which resulted in a change order amount of $23,891.73.

 

The Culver City Senior Citizen Association, Inc. (CCSCA) requested changes and enhancements during construction and donated $13,906.72 to the project.  CCSCA Donation #1 ($7,200.00) was for the removal of two additional King Palm trees from the Courtyard and related design fees.  CCSCA Donation #2 ($6,706.72) was for a Patio Awning.

 

Golden Gate Construction successfully completed the project in accordance with contract documents.  The project was substantially completed in November, and a grand opening ceremony was held on November 27, 2017.  Final punch list items were completed in March, 2018.

 

Construction management was conducted by Public Works Department Engineering Division staff.  Design services and construction monitoring were provided by the Land Images Landscape Architecture.

That the City Council:

 

1.                     Accept the Work Performed by Golden Gate Construction for the Senior Center Courtyard Renovation Project, PF-007; and,

 

2.                     Authorize the Public Works Director/City Engineer to execute the Notice of Completion and Submit it to the Los Angeles County Recorder’s office for recordation; and,

 

3.                     Authorize the release of Retention Funds to Golden Gate Construction after the expiration of the 35-day lien period.
