RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Traffic Signal Re-Wiring Project, PZ-429 and Traffic Signal Construction at Washington Boulevard and Cattaraugus Avenue, PL-003.

 

 

BACKGROUND/DISCUSSION

 

Traffic Signal Re-Wiring Project, PZ-429:

 

The Public Works Department operates and maintains 102 fully functional traffic signals and 3 pedestrian actuated signals in the city.  Several of the existing traffic signals were installed many decades ago and are showing signs of deterioration in terms of conduit and wiring condition, which often affect the reliability of the signal operation.

 

This project will upgrade the traffic signal wires from deteriorated single conductor wires to multi-conductor cables, which would ease the maintenance and troubleshooting effort and improve the reliability of traffic signals at the following three major intersections:

 

1. Sepulveda Boulevard and Centinela Avenue.

2. Washington Boulevard/ Washington Place/Zanja/Wade Street

3. Slauson Avenue and Hannum Avenue

 

If budget allows, traffic video detection system will also be implemented.

 

This project will also include the replacement of six (6) knockdown streetlight poles on Slauson Avenue between Buckingham Avenue and Bristol Parkway (3) and on Sepulveda Boulevard between Bankfield Avenue and Green Valley Circle (3).

 

Some of the signal work may occur in the nighttime or weekends to lessen the impact to the traffic.

 

New Traffic Signal at the Intersection of Washington Boulevard and Cattaraugus Avenue (west), PL-003:

 

As a condition of approval for the private development project at 8770 Washington Boulevard, the developer was required to draft design drawings to install a traffic signal at the intersection of Washington Boulevard/Cattaraugus Avenue. The proposed new signal will provide signal controlled access to and from Cattaraugus Avenue (west) at Washington Boulevard, and a high visibility crosswalk on Washington Boulevard.  It should be noted that there will be no net loss of street parking spaces.  One or two parking spaces will be created on Cattaraugus Avenue.  One space on the south side of Washington Boulevard between Sherbourne Drive and Cattaraugus Avenue (east) will be removed (currently 9 on-street parking spaces total) in order to accommodate the traffic signal.

 

The developer’s consultant engineer prepared the preliminary design for the proposed traffic signal.  Kimley-Horn completed the design of both aforementioned projects under the City Council approved on-call traffic engineering contract with the City.
