RECOMMENDATION

Staff recommends the City Council (1) accept the work performed by BC Traffic Specialist; (2) authorize the filing of a Notice of Completion; and (3) authorize the release of retention funds in the amount of $2,954.77 after the expiration of the 35-day lien period, for the Arterial Street Restriping Project, PS-005.

BACKGROUND/DISCUSSION

On June 12, 2017, the City Council approved a construction contract with BC Traffic Specialist for the Arterial Street Restriping Project, PS-005.

The Project consisted of restriping all major arterial and collector streets. The Project included repainting of one coat over existing lines with glass beads.  Glass beads provide a retroreflection that makes the striping stand out during the night or during rain.

BC Traffic Specialist successfully completed the work in February 2018. The construction management and inspection were performed by Public Works Department - Engineering Division staff.

FISCAL ANALYSIS

The City Council approved construction contract amount was $48,261 with an additional 10% contingency authority ($48,261 + $4,826 = $53,087).

Staff added several streets for restriping at a final cost of $12,460.87.  The Public Works Director/City Engineer approved the change order to complete the additional restriping work.  The final construction contract amount is $46,634.74+ $12,460.87 = $59,095.61.

The current City Purchasing Ordinance allows the City Manager to approve change orders for construction projects that exceed the total bid award (Bid Amount + Contingency Amount) in an amount not-to-exceed of $30,000.
