RECOMMENDATION

 

Staff recommends the City Council (1) observe the City Clerk administer the Oath of Office to the Council Members-Elect; (2) elect the Mayor and Vice Mayor; and (3) adopt a motion confirming that for the Financing Authority/Housing Authority/Parking Authority/Successor Agency to the Culver City Redevelopment Agency (Successor Agency) the Mayor and Vice Mayor shall serve as the Chair and Vice Chair of these bodies, respectively.

 

 

BACKGROUND:

 

Section 606 of the City Charter states, in pertinent part(s):

 

“Immediately following the certification of election results for any general or special municipal election at which Council Members are elected…the City Council shall elect one of its members as its presiding officer, who shall have the title of Mayor and one of its members as Vice Mayor.  Both shall serve at the pleasure of the City Council…” and,

 

“…A Council Member who has held the office of Mayor or Vice Mayor for one year shall not be eligible for reelection to that same office until one year has elapsed.”

 

Pursuant to Section 606 of the City Charter, this evening, the certification of the results of the General Municipal Election held on April 10, 2018 having been ratified, the City Clerk shall administer the Oath of Office to the Council Members-Elect and the City Council shall elect the Mayor and Vice Mayor of Culver City.  The Financing Authority/Housing Authority/Parking Authority/Successor Agency shall also confirm that the Mayor and Vice Mayor shall serve as the Chair and Vice Chair of these bodies, respectively.

 

DEPARTURE OF MAYOR JEFFREY COOPER AND COUNCIL MEMBER JIM B. CLARKE

 

Members of the public may wish to address the City Council at this time with well wishes for the Mayor and Council Member.

 

After serving the City as Council Members, Vice Mayor, and Mayor, both Jeffrey Cooper and Jim B. Clarke’s terms expire this evening.  Both Mayor Cooper and Council Member Clarke may wish to make departing remarks at this time.  Upon conclusion of such remarks, the City Clerk shall request that Mayor Jeffrey Cooper and Council Member Jim B. Clarke join their families and friends in seats reserved for them in the audience.

 

REORGANIZATION 2018

 

1. Administration of the Oath of Office to the Council Members-Elect

 

1-A.                     ADMINISTRATION OF THE OATH OF OFFICE

 

City Clerk Jeremy Green calls Council Members-Elect Harden Alexander “Alex” Fisch and Daniel Lee into the well of the Council Dais.  In accordance with Culver City tradition, Ms. Green shall administer the constitutional and loyalty oaths as required by the Constitution of the State of California in the order of votes received in the 2018 General Municipal Election:  Council Member-Elect Fisch, and Council Member-Elect Lee, and shall present each with a certificate of election.

 

The ceremonial pinning of the newly elected Council Members shall occur at this time in the well of the Dais after each elected Council Member is administered and signs the Oath of Office and receives the Certificate of Election.

 

The newly elected Council Members then take seats at the dais.  The other Council Members may wish to welcome them, and the new Council Members are afforded an opportunity to comment.

 

2.                     Election of Mayor and Vice Mayor and Confirmation of Chair and Vice Chair of the Financing Authority/Housing Authority/Parking Authority/Successor Agency

 

 

2-A.                     NOMINATIONS FOR MAYOR

 

At this time, the City Council does not have a Mayor but it has a Vice Mayor.  In accordance with state law, Vice Mayor Small shall act as Mayor and convene the new City Council by roll call vote and shall preside during the election of Mayor.

 

On February 27, 2017, the City Council adopted Resolution 2017-R015, amending City Council Policy 2010-01 (Mayoral Rotation).  A copy of that Policy is provided as Attachment 1.

 

The policy states that to provide for an orderly election of the Mayor and Vice Mayor each year, “the following shall be the method of selecting the Mayor and Vice Mayor:

 

1.                     The Vice Mayor shall rotate annually into the Mayor's seat.”

 

Each Council Member may nominate a Council Member for the Office of Mayor.  Once all nominations are received, City Clerk shall call for a vote on each nomination in the order they were received.  Alternately, the City Council has a past practice of considering a motion, duly offered and seconded, to elect a Council Member as Mayor.

 

Recommended Motion:  That the City Council elect Council Member _________________________ as Mayor of the City of Culver City. 

 

 

2-B.                     NEW MAYOR OPENS NOMINATIONS FOR VICE MAYOR

 

The new Mayor then assumes the chair, and after any remarks he or she may wish to make and opens the nominations for Vice Mayor.  The Mayor announces that this is the time and place to receive nominations for Vice Mayor, calls for nominations, closes the nominations, and calls for the vote.

 

On February 27, 2017, the City Council adopted Resolution 2017-R015, amending City Council Policy 2010-01 (Mayoral Rotation).  A copy of that Policy is provided as Attachment 1.

 

The policy provides that the “Vice Mayor’s seat shall be filled by the most senior member in length of uninterrupted service who has not previously served as Vice Mayor.  In the case where two or members  have equaseniority,   then preference  shall  go to the membewho received  the most votes in  the most recent  election  involving those  members”.  

 

Recommended Motion:  That the City Council elect _________________________ as Vice Mayor of the City of Culver City.  The new Vice Mayor then assumes the appropriate chair.

 

NOTE:  So the meeting is not interrupted by the changing of chairs at this meeting, the City Council may retain their current seats for the remainder of this meeting.  Future meetings will be set-up with seating in accordance with past practice of the City Council.

 

The ceremonial pinning of the newly elected Vice Mayor and Mayor shall occur at this time in the well of the Dais. 

 

2-C.                     COMMENTS BY CITY COUNCIL AND PUBLIC

 

The Mayor calls on the Members of the City Council for any remarks they may wish to make at this time.  There is no special action necessary by the Council. In the past, Council Members have made comments about the previous year and the future with the new officers.

 

Members of the public are now welcome to address the new Council, the new Vice Mayor, and the new Mayor.

 

 

2-D.                     Confirmation of Chair and Vice Chair of the FINANCING AUTHORITY/Housing Authority/Parking Authority/Successor Agency

 

The Mayor entertains respective motions of the Boards of the Financing Authority, Housing Authority, Parking Authority and Successor Agency (a joint motion for all four bodies is also acceptable) that the Mayor and Vice Mayor serve as Chair and Vice Chair of these bodies, respectively.

 

Recommended Motion:  That the Mayor and Vice Mayor serve as the Chair and Vice Chair of the Financing Authority, Housing Authority, Parking Authority and Successor Agency, respectively.
