RECOMMENDATION
Staff recommends the City Council adopt a resolution reciting the fact of the General Municipal Election held on April 10, 2018 and stating the results of such Election.
BACKGROUND/DISCUSSION:
Section 1500 of the City Charter states, in pertinent part:
“General municipal elections for the filling of all elective offices, other than the Board of Education, shall be held in the City on the second Tuesday in April in each even numbered year.”
Section 1503 of the City Charter states:
“Unless otherwise provided by this Charter, all City elections shall be held in accordance with applicable provisions of the then current State law.”
Elections Code Sections 10263 and 10264 provide, in pertinent part:
10263. Upon the completion of the canvass and before installing the new officers, the governing body shall adopt a resolution reciting the fact of the election and the other matters that are enumerated in Section 10264. The governing body shall declare elected the persons for whom the highest number of votes was cast for each office. (a) Except as provided in subdivision (b), the governing body shall meet at its usual place of meeting no later than the fourth Friday after the election to declare the results and to install the newly elected officers.
10264. As soon as the result of the election is declared, the elections official of the governing body shall enter on its records a statement of the result. The statement shall show:
(a) The whole number of votes cast in the City.
(b) The names of the persons voted for.
(c) The measures voted upon.
(d) For what office each person was voted for.
(e) The number of votes given at each precinct to each person and for and against each measure.
(f) The number of votes given in the City to each person and for and against each measure.
Pursuant to the City Charter and Resolution 2017-R092 adopted by the City Council on November 13, 2017, the General Municipal Election was held on Tuesday, April 10, 2018. At that Election, two members of the City Council were elected, each to a full term of four years and Measure A was approved.
The City Clerk, in consultation with the City Attorney’s Office, has prepared the resolution declaring the results of the election held on Tuesday, April 10, 2018, and declares other matters as are provided for by law. The voter turnout percentage for this election was 28.1% (a recent record).
