RECOMMENDATION
Staff recommends the City Council retroactively approve an application for the FY2018-2019 Caltrans’ Sustainable Communities Strategy Transportation Planning Grant Program for the Innovative Mobility Service Planning and Management Study.
BACKGROUND/DISCUSSION
Per the February 15, 2018 memorandum to the City Council, the City’s Transportation Department planned to submit an application for the FY2018-2019 Caltrans’ Sustainable Communities Strategy Transportation Planning Grant (The Grant) program. The applications for the FY2018-19 grant cycle was due February 23, 2018. As the submittal deadline was imminent and substantial staff work was required, staff advised the City Council that this item would be placed on the February 26, 2018 consent calendar, or a later agenda, for Council to ratify the application retroactively. Staff subsequently submitted a grant application to Caltrans on February 23, 2018.
The Grant is intended to encourage local and regional multimodal transportation and land use planning that furthers SCAG’s Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), reduces GHG emissions and vehicle miles traveled, and achieves other state and regional mobility objectives. Per Caltrans Planning Grant requirements, projects are required to assess or address mobility deficiencies that impact the safety and convenience of all users of the mobility networks. These projects would, wherever possible, seek to integrate recent and ongoing planning work, recommend actions for improvement, and establish an action implementation framework to be folded into and help inform the General Plan update. An estimated $17 million is available for the FY2018-2019 grant cycle. For this grant cycle, work must be completed between October 2018 and February 2021.
In January 2018, Community Development Department (CDD) staff initiated the discussion between Community Development, Public Works, and Transportation Departments staff to explore a potential joint application for the FY2018-19 grant cycle, but, after a series of meetings, staff from all three departments determined that the potential projects discussed are not at a state of readiness to qualify or apply for the grant.
Therefore, for the FY2018-19 grant cycle, Transportation Department is pursuing the Grant for a comprehensive study that will identify ways to improve existing mobility services and implement new practices to manage transportation demands, enhance the mobility and reduce VMT in Culver City and Culver CityBus (CCB) service area. The main components of this study will include: 1) Culver CityBus Line-by-Line and Comprehensive Service Analysis, 2) Transportation Demand Management (TDM) research and feasibility study, and 3) mobility service and mobility management planning. If the grant is awarded, staff anticipates starting the project process in the second half of FY 2018-19.
FISCAL ANALYSIS
For the FY2018-2019 grant cycle, Culver City is eligible to receive a one-time grant of $100,000 to $1,000,000, with a required local match of 11.47%. The match can be direct and third-party cash, staff time, and/or in-kind contributions. Staff anticipates that there will be sufficient staff time spent on the proposed study to satisfy the local match requirement.
