RECOMMENDATION

Staff recommends the City Council (1) approve an agreement with BEST Construction Services, Inc. (BEST) for the repair of the City Hall parking structure entrance/exit ramps in an amount not-to-exceed $60,000.00; and (2) authorize the Public Works Director/City Engineer to approve amendments to such agreement not-to-exceed $6,000 for contingencies.

BACKGROUND/DISCUSSION

The slip resistant surface coating on the entry into the City Hall parking structure was last repaired back in 2009.  Recently it has again begun to show deterioration resulting from heavy volume of vehicle traffic, weather conditions and age.

The proposed work will include removing the existing coating and applying new primer and urethane traffic-rated coating.

Public Works staff received the following three quotes for the proposed work:

                     Angelus Waterproofing and Restoration, Inc……………$56,000.00

                     BEST Construction Services, Inc…………………………$60,000.00

                     Anning Johnson Company………………………………...$63,800.00

Culver City Municipal Code (CCMC) Section 3.07.085 provides an exemption from the formal bidding process for personal and professional services respectively, and only requires the award of a contract be based upon competitive quotations whenever practical.  Per CCMC Section 3.07.085.C.6, this project falls under the category of personal services, which includes the repair and maintenance of City-owned real property and buildings.

Though the proposal submitted by BEST is not the lowest, they demonstrated a better approach to the repair of the ramp and staff feels their approach will provide a more durable and complete repair.  Staff recommends the approval of an agreement with BEST as their proposal represents the best value to the City for this project based on the City’s overall needs.

FISCAL ANALYSIS

There is sufficient funding available in the following Capital Improvement Project funding source to cover the cost of this project:  PZ-132 (Building Repairs).
