RECOMMENDATION
Staff recommends the City Council award a construction contract in the amount of $144,390 to GM Sager Construction Company Inc., as the lowest responsive and responsible bidder, for the Colonial Avenue Alley Paving, PZ-295, Community Development Block Grant Project # 601891-17 and authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $36,098.
BACKGROUND/DISCUSSION
The project will pave the alley bounded by Colonial Avenue and Centinela Avenue between Washington Boulevard and Washington Place. The extent of the alley to be paved starts on Colonial Ave then runs parallel on the east side of Colonial Ave for approximately 500 linear feet to the future site of the proposed Market Place project. The existing unpaved alley will be constructed with asphalt with a concrete gutter in the middle for drainage. CivilSource, (selected from the City’s on-call consultant list) prepared the final plans and construction bid documents.
On February 26, 2018 the City Council approved the plans, specifications and authorized staff to publish a notice inviting bids for the project.
The Notice Inviting Bids was published in the Culver City News on March 8, 2018 on the City’s website and in trade journals. On March 22, 2018, the City Clerk’s staff publicly opened the bids. Seven contractors responded with the following bid amounts:

Staff reviewed the seven sets of contractor bid documents and determined G.M. Sager Construction Company Inc. submitted the lowest total bid. Staff reviewed G.M. Sager’s bid proposal and found it responsive and complete. The bond, contractor’s license, and worker’s compensation insurance met City requirements. Staff verified that G.M. Sager Construction Company Inc. has done asphalt paving work extensively for multiple local agencies with satisfactory results.
Approximately two weeks prior to construction activity, the adjacent businesses and residences will be provided with written information on the project schedule and contact information for questions and/or concerns regarding the project.
Geotechnical testing will be provided by one of the City Council approved on-call list of engineering consultants. Construction management and inspection will be conducted by Public Works staff.

This project is funded in the City’s FY17/18 CIP budget.

MOTION
That the City Council:
1. Award a contract to G.M. Sager Construction Co. Inc., as the lowest responsive and responsible bidder, for the Colonial Avenue Alley Paving Project, PZ-295, CDBG Project # 601891-17 in the amount of $144,390; and,
2. Authorize the Public Works Directory/City Engineer to approve change orders in an amount not-to-exceed $36,098 and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
