RECOMMENDATION

 

Staff recommends the City Council (1) accept the work performed by Sully-Miller Contracting Company; (2) authorize filing a Notice of Completion; and (3) authorize the release of the retention funds after the expiration of the 35-day lien period, for the 2017 Pavement Rehabilitation Project, PS-005 and Culver West Alexander Park Paddle Tennis Court Reconstruction PZ-835.

 

 

BACKGROUND

 

In accordance with the recommendations of the pavement management system and visual observation, street segments were selected to be resurfaced with new asphalt pavement.  The scope of work consists of removing and replacing 2 inches of deteriorated asphalt concrete pavement.  Damaged curb and gutter were reconstructed as necessary.  The following arterial and residential street segments were resurfaced:

 

1.                     Jefferson Blvd. - Overland Ave. to Sepulveda Blvd.

2.                     Sepulveda Blvd. - Centinela Blvd. To Green Valley Circle

3.                     Sepulveda Blvd. - Venice Blvd. to Washington Blvd. (localized repairs only)

4.                     Buckingham Pkwy - Hannum Ave. to Slauson Ave.

5.                     Slauson Ave. - Sepulveda Blvd. to Hannum Ave.

6.                     La Cienega Blvd. - Fairfax Ave. to Washington Blvd.

7.                     Wesley St. - National Blvd. to Higuera St.

8.                     Matteson Ave. - Albright Ave. to Sawtelle Blvd.

9.                     Stevens Ave. - Vera Way to South End (Playa St.)

10.                     Esterina Way - Cranks Rd. to Hill Rd.

11.                     Centinela Ave.- Sepulveda Blvd. to Mesmer Ave. (northbound curb lane only)

12.                     McLaughlin Ave. - Adjacent to Washington Blvd.

13.                     Inglewood Blvd. - Adjacent to Washington Blvd.

14.                     Willat Ave. - Hoke Ave. to end of Cul-de-Sac

15.                     Hines Ave. - Washington Blvd. to Adams Blvd.

16.                     Minor drainage work at Braddock Dr. at Duquesne Ave. and intersection of Garfield Ave. at Coombs Ave.

 

An addendum was issued to include the reconstruction of the paddle tennis courts at the Culver West Alexander Park.  The courts were closed due to the deteriorating condition. The new courts were constructed with a new concrete slab to replace the existing asphalt surface.

 

On May 8, 2017 the City Council awarded the construction contract to the lowest bidder, Sully-Miller Contracting Company in the amount of $2,062,000.00 ($1,957,681 for 2017 Pavement Rehabilitation Project, PS-005 and $104,319 for Culver West Alexander Park Paddles Tennis Court Reconstruction PZ-835).

 

Due to favorable bid results, the following street segments were added to the project:

 

1.                     Braddock Dr. - Duquesne Ave. to Irving Pl.

2.                     Studio Dr. - Pickford Way to Rhoda Way

3.                     Hannum Ave. - Uplander Way to Buckingham Pkwy

4.                     Selmaraine Dr. - Jefferson Blvd. to Bankfield Ave. (localized repairs only)

 

Additional $489,420 change order authority was approved by the City Council for aforementioned streets. 

 

 

DISCUSSION

 

Sully-Miller successfully completed the project in accordance with contract documents.   Due to potential conflict with work by another capital improvement project and utility project, the following street segments were re-scheduled to be resurfaced under the 2018 pavement rehabilitation project (currently underway):

 

1.                     Braddock Dr. - Overland Ave. to Jackson Ave.

2.                     Vinton Ave. - Le Bourget Ave. to Farragut Dr.

3.                     Selmaraine Dr. - Jefferson Blvd. to Bankfield Ave.     

 

Staff issued a change order to Sully-Miller to perform necessary traffic signal repairs on Jefferson Boulevard adjacent to Kinston Avenue and resurfaced streets.  The final change order amount was $239,205 and below the $489,420 change order authority approved by City Council.

 

Construction management was conducted by Public Works engineering staff and inspection service was provided by The Nickerson Company; survey monument restoration service was provided by Paller-Roberts; and construction material testing service was performed by Ninyo & Moore, all through the City Council approved on-call civil engineering consultant list.

 

 

FISCAL ANALYSIS

 

The 2017 Pavement Rehabilitation Project PS-005 is funded by City’s General Fund ($1,835,431), Community Development Impact Fee ($269,000), State of California Gas Tax Fund ($348,062), Los Angeles County Measure R ($498,658), and a reimbursable grant from California Department of Resources Recycling and Recovery (CalRecycle) ($183,880)* for using rubberized asphalt concrete on this project.

 

The paddle tennis courts reconstruction is funded separately through CIP PZ-835 and PZ-640.
